| "Farming is the state,the grain is the bunning".Rural governance is an important part of national governance,but it is also a weak link.In the specific practice process,the lack of farmers’ collective action ability such as free riding and evading responsibility is still exposed,and rural governance is facing challenges.Based on this,the study takes the cultural theory model of collective action as the analysis framework,selecting two specific cases of collective action in Y Village,Gansu Province as research cases,focusing on the topic of "how culture affects the formation of collective action",and analyzes and interprets the formation of rural collective action,analyzes and interprets the formation of rural collective action from four mechanisms: structural matching mechanism,cultural interaction mechanism,situational mechanism and cultural mobilization mechanism,and then answers the practical problem of insufficient collective action capacity in rural governance.Specifically,in the process of mobilization,the culture as a normative system is structural matched with collective action goals,and if the factors of traditional mentality of a small peasant represented by normative culture,is consistent with collective action goals,that is,collective interests and individual interests are aligned,collective action will be promoted.Conversely,collective action will stagnate,normative culture and collective action goals will encounter structural barriers to alignment.In order to achieve the goal of collective action,villagers will mobilize the "toolkit" culture represented by the culture of faith,bypass this obstacle to provide opportunities for collective action,or transform the normative culture and then the improve collective action capacity of villagers,building new action strategies.Endogenous self-organization and legal village committee provide the organizational basis for collective action mobilization.Finally,in the mobilization of culture,by meeting the interests of all parties,promoting the formation of collective action and achieving the goal of collective action.The study found that It is found that the two kinds of collective actions show different governance effects due to cultural influence.under the influence cultural.Finally,In the process of cultural mobilization,belief in rural China is different from religious belief in the West.Its instrumental value has a strong mobilization function in collective action.The belief culture positively guided by self-organization can not only stimulate the endogenous motivation of villagers to participate in governance,but also promote their identification with the governance process.As a result,the study proposes that in the process of rural governance,administrative forces and self-organizing forces complement and coordinate governance,fully utilize endogenous cultural resources and organizations in governance,and achieve good governance in rural areas. |
