A Case Study On The Qingyang Government Promoting The Development Of Cultural And Creative Industry

Since the 18 th National Congress of the CPC,a country with strong socialist culture has been solidly promoted.It has become an important task for China to build cultural confidence andpromote the creative transformation and development of outstanding traditional culture.Globally,with the development of a new economic era centered on technology and innovation,cultural and creative industries have become an important engine leading the global economy,which attracts great attention and general concern from governments around the world,and also becomes an important area of competition among many countries and cities.In China,the cultural and creative industries have taken the responsibility of promoting high-quality economic development and stimulating the vitality of urban cultural innovation and creation.Under this circumstance,the government of Chengdu City insists on cultural development and made strategic plans to build a western cultural and creative center and a world-famous cultural city.Qingyang District,as the central area of Chengdu and one of the main hosts for the development of cultural and creative industries,has made effective attempts and explorations.The government of Qingyang District has achieved the effective gatherings of cultural and creative industries through scientific planning.The government not only coordinated with different entities to stimulate the cultural market,but also provided higher-quality service to ease the development of companies,which as a result,achieved the healthy and vigorous development of cultural and creative industries.In recent years,the added value of cultural and creative industries in Qingyang District has been steadily increasing,accounting for more than 10% of GDP,becoming an important force in the economic development of the district.At the same time,it has also achieved certain results in stimulating the vitality of old neighborhoods and realizing urban renewal.This thesis takes Qingyang District Government of Chengdu City as the research object,and analyzes its experience and practice in promoting the development of cultural and creative industries from the perspective of public management.We analyze the background,main initiatives and effectiveness of Qingyang District government in promoting the development of cultural and creative industries.The key behaviors of government departments to promote the development of cultural and creative industries by strengthening guidance,collaborating with multiple subjects,and strengthening service guarantee are sorted out.Moreover,the effective paths of the government to promote the development of cultural and creative industries in Qingyang District are summarized.Firstly,the government should be a good "guide",converting regional resource advantages into industrial advantages through scientific layout,policy guarantee and key element support,which will lay a good foundation for industrial development and ensure the direction is not deviated.Secondly,the government should be a good "coordinator",giving full play to the advantages and specialties of enterprises,social organizations,and residents;promoting the construction of key projects in the region form the effective gathering of industries;promoting the integration of industry and city;and tapping the momentum of industrial development.Thirdly,the government should be a good "service provider",establishing information and communication platforms,optimizing government services,strengthening the implementation of support policies,solving the problems of enterprise development,and promoting the sustainable development of industry.To sum up,This thesis summarizes the key behaviors and specific effectiveness of government in effectively promoting the development of cultural and creative industries by studying the case of Qingyang District Government.With empirical insights draw from the case study,This thesis hopes to provide references for other local governments to promote the development of cultural and creative industries.
