Study On The Role Of The Government In Haizhu District Cultural Creative Industries Development

According to the overall economic and social development of Guangzhou City, Guangdong Province in the new era, fostering world cultural city and building a new Lingnan cultural center have become the strategic focus of Guangzhou. In other words, knowledge and creativity are becoming powerful driving forces for economic development in Guangzhou. Haizhu District of Guangzhou, with the advantages of the good situation of Guangdong Province and Guangzhou City’s promoting cultural creative industries and opportunities of upgrading urban and rural industrial structure, as well as the increasingly prominent central location, transportation advantages and exhibition economy radiation effect, and the use of human and education resources of Sun Yat-sen University, Guangzhou Academy of Fine Arts and the Pearl River Film Group and other organizations, vigorously promoting the construction of Haizhu cultural and creative industry cluster, having achieved some success, becomes one of the key areas of Guangzhou cultural and creative industry cluster development. Because of the diverse values in construction and development of cultural and creative industries, and involvement of complex interests, the role of government is particularly important in the construction of cultural and creative industries. Therefore, taking Haizhu District of Guangzhou as an example to study the role of government in the cultural and creative industry cluster development process is of great theoretical and practical significance.This paper uses theories of public administration, cultural and creative industry agglomeration, methods of literature, empirical research, comparative analysis, based on the description of basic conditions of Haizhu cultural and creative industry cluster development, as well as the advantages and opportunities, analyzes the he role played by the government in Haizhu District Cultural Creative Industries Development, points outthe problems and reasons of government role in Haizhu District Cultural Creative Industries Development. Through the analys is of government role in the Cultural Creative Industries Development of United Kingdom, the United States, South Korea and Beijing, Shanghai, Shenzhen, etc., this paper, from the government roles of leading, strengthening management and policy support, develops solutions to effectively function the role of government in promoting Haizhu cultural and creative industry cluster development.This article is intended to explore the theories of the role of government in enriching cultural and creative industry cluster development, and provide valuable suggestions and comments on promoting Haizhu District Cultural Creative Industries Development.
