As thebiggest developingcountry,China is of concernto all countries afterdecades ofreform and opening up,because of economic strength has continued to improve.However,taking the original model to develop economy with high-speed in the new form isimpossible.Eighteenth Congress of the Communist Party of China has made a strategicdecision-making of building a socialist cultural power. This will greatly enhance nationalcultural soft power and play the role of leading fashion, educating the people, serving thecommunity.At the same time, this will provide a new impetus and source for Chineseindustrialtransformation-upgrading and economic development.Foshan City is located in the hinterland of thePearl River Delta, location advantage isobvious,traditional manufacturing industry is developed.The city’s comprehensivecompetitiveness is ranked11th in the country in2011.Foshanbeginning to develop a strategyof "the two transformation one recycling" in2007,that is industrial transformation, citytransformation and the environment recycling.2012, Foshan began implementing thethree-year action plan of upgrading thecity.Itwill invest$100billion to build103projects inthe next three years to achieve Foshan city upgrade construction, to create a new face ofFoshan. Effort to develop the cultural industry is a strong starting point of urban upgradingandindustrial upgrading.This thesis will reorganizethe research findings of domestic culturalindustry development and relevant government acts, based on cultural industries andgovernment behavior theory,using the details of Foshan City’s cultural industry developmentand planning which I have already grasped, to analyze the Foshan’s advantages anddisadvantages for the development of cultural industries,Learn from the experience ofdeveloped countries and urban government action of develop cultural industries, like theUnited States, Japan, Hangzhou, and also seeking suggestions and countermeasures for theGovernmentto guidethe development of cultural industries.
