Rural Cultural Governance Patterns In Megacities

With the improvement of national governance and the deepening of the rural revitalization strategy,material exchange,capital flow and cultural exchanges between urban and rural areas have accelerated rapidly.At the same time,the common values and public governance of rural society are facing serious realistic crisis,and the importance of cultural governance becomes prominent.As a pilot city of national policies,megacities have unique experience in rural governance,but the over-flow and instability of factors between urban and rural areas also bring difficulties to governance.There are three major tasks for the construction of rural civilization in megacities: To strengthen the construction of rural culture,carry forward rural traditional culture and develop rural cultural industry,this paper selects typical cases of rural culture,traditional culture and cultural industry through multi-scale focus,analyzes the cases in the framework of "governance subject-governance effect-governance reflection",and summarizes,compares and refines the modes of rural cultural governance.According to the different external factors and internal conditions of rural areas,as well as the differences in the participants,ways and degrees of participation in the governance process,the typical models of rural cultural governance in megacurcities can be divided into three types: government-assisted type,elite participative type and capital intervention type.In the government-assisted mode,the rural collective economy generally develops well and has sufficient funds for rural cultural construction.The government provides long-term and stable support in policy formulation,capital investment,talent training and other aspects,and realizes cultural governance village by leading the shaping of village culture civilization and the construction of cultural space.In the elite participative governance model,rural areas generally have relatively close social networks,and cultural elites have a higher authority status.Elites play a core role in grassroots political mobilization,cultural activities and other aspects,and realize cultural village prosperity by participating in cultural space beautification and village administration.In the capital intervention mode,villages often have location advantages and exploitable or renewable culture,which is easy to attract social capital.Enterprises activate rural resources and enable industries through culture,and realize culture into villages by revitalizing rural resources and promoting cultural values.In the future,how to break the squeeze of economic priority on cultural indicators and land use,prevent the intrusion of urban cultural orientation on traditional rural culture,and improve the indifference and alienation of rural society and the insecurity and uncertainty of villagers will become the focus of research on rural cultural governance.
