Research On The State Monopoly For Purchase And Marketing Of Grain In Ansai Area(1953-1957)

In 1953,large-scale economic construction centered on the implementation of the first five-year plan of national economy began.Urban population grew rapidly,and the stock of grain in the country was rapidly reduced and the food situation was tense.In order to cope with the domestic food shortage crisis and support industrialization,the central government decided in October of the same year to implement a unified policy of purchasing and selling grain in a planned way,and decided to purchase grain in rural areas and supply grain to urban residents in a planned way.The central government implements unified grain management,and the state strictly controls the grain market.This policy has a wide and far-reaching impact.The introduction mainly introduces the background of topic selection,research significance,research status and research methods of grain unified purchase and marketing.this paper focuses on the practice of national policy in Ansai from 1953 to 1957.The text is divided into five parts.The first part discusses the background of implementing the policy in Ansai from the process of promulgation of the policy and the severe situation of Ansai County’s grain.The second part discusses the preliminary practice of the grain purchase and sale policy in Ansai from 1953 to 1955.The third part examines the background of the formulation of "three definite policies",the deployment and comprehensive development process of the implementation of "Three definite policies" in Ansai from 1955 to 1957.The fourth part analyzes the problems in the process of controlling the purchase and sale of grain in Ansai and discusses the countermeasures of the Party and the government.The fifth part summarizes and evaluates the achievements of the policy of grain purchase and marketing in Ansai County from 1953 to 1957.People’s governments at all levels and food departments in Ansai have done a lot of work,and achieved obvious results in controlling purchase and marketing.They have basically fulfilled the task of grain purchase and marketing assigned by superiors,guaranteed the local food supply,alleviated the situation of food shortage in the region,and played an important role in stabilizing prices and social order.
