Since 1953,the People’s Republic of China has entered a new period of large-scale socialist economic construction.In order to further complete industrialization,the policy of "agriculture supporting industry" was adopted,which made a large amount of funds from agriculture flow into industry.In addition,due to illegal merchants hoarding and controlling the market price of grain,the price of grain in the market soared,and the people could not buy grain,so the food problem was very serious.In the grain market of Jiangsu Province,there is also a bad situation of grain shortage and soaring grain prices.The emergence of the national food crisis in 1953 made the national food situation more severe.In order to properly solve the grain problem and ensure the needs of economic construction and people’s livelihood,the government,in addition to vigorously developing grain production,has decided to implement the policy of planned purchase and planned supply in the field of grain circulation.Jiangsu Province is not only an important agricultural product base in East China,but also one of the national important commodity grain bases.Before the implementation of the unified grain purchase and marketing policy in Jiangsu Province,we carried out a thorough investigation and research,and carried out a pilot in several places,and then carried out a comprehensive promotion.In order to smoothly implement the policy of unified purchase and marketing of grain,Jiangsu first held a meeting of cadres of the district Party committee to convey the national policy to local cadres and mobilize local cadres to actively explain the policy to the farmers.In view of the fact that some farmers are unwilling to sell grain,various parts of Jiangsu province hold villagers’ meetings to tell the benefits brought by the implementation of the unified purchase and marketing policy through comparative accounting.First of all,during the period of unified grain purchase in Jiangsu Province,Jiangsu Province is divided into three steps.From the investigation in the preparation stage,to the propaganda in the comprehensive mobilization stage,and finally to the implementation of the unified purchase policy.Secondly,in the stage of grain unified marketing,Jiangsu province adopts different policies for urban grain unified marketing and rural grain unified marketing.When there was a shortage of grain in the grain market,we took actions to rectify the grain in towns and cities to crack down on speculation and waste of grain.Finally,in the stage of grain storage,Jiangsu Province focused on the "four no" granary movement.Before the grain entered the warehouse,special safekeeping personnel were set up to strictly control the grain quality and mobilize the people to participate in the movement.As a part of the national grain purchase and marketing system,the unified grain purchase and marketing system in Jiangsu Province not only guarantees the grain supply of the province,but also supports the grain demand of other disaster areas,stabilizes the grain market and grain prices,and accumulates funds for the national industrial development.In carrying out the national policy,Jiangsu Province has further strengthened the socialist transformation of the farmers,so that the local society and the state power can achieve mosaic development.
