Research On The Ethical Issues Of Rural Governance In China Under The Rural Revitalization Strategy

Rural governance is the foundation and important part of national governance,and plays a pivotal role in maintaining the stability and prosperity of national society.The strategic proposal of rural revitalization points out the direction for the modernization of rural governance.At the same time,it is particularly important to intervene ethics in rural governance and inject soul into rural governance with moral guidance and spiritual support.Through the in-depth combing of a large number of literature,this paper conducts research on the methods of questionnaires,interviews and field visits in J County,Shanxi Province,comprehensively uses interdisciplinary research methods to analyze the ethical problems faced in rural governance in China,and proposes corresponding solutions.The paper puts forward the existing problems of value,subject and system in rural governance ethics.As far as the ethical value of rural governance is concerned,economic evaluation is superior to moral evaluation,so the problem of overvaluing economic development and neglecting ethical development appears.Due to the great difference in the development degree and historical and cultural background of different regions of rural areas,the problem of the lack of local characteristics of ethics and culture appears.As far as the main body of rural governance is concerned,there are some problems such as lack of service consciousness of township government,weak consciousness of responsibility of village cadres and insufficient consciousness of main body of villagers.As far as the system of rural governance is concerned,there are not only the informal system which weakened the traditional rule of etiquette,but also the formal system which made the modern rule of law difficult.According to the above problems,the paper puts forward the corresponding solutions.As far as the value of rural governance is concerned,it is necessary to strengthen the guiding role of ethics in rural governance,promote the free and all-round development of people with the ethical principles of fairness and justice,and realize the value goal of a better life in rural society.It is necessary to explore the local fine culture of different rural areas to adapt to the ethics of village development to conduct rural governance.As far as the main body of rural governance is concerned,the government should adhere to the leadership of the Party and build a service-oriented government based on the ethical principle of people first.To serve the villagers by constructing a clean and efficient public service supply mechanism,and through the establishment of administrative ethics committee to conduct ethical restraint and ethical supervision of the government’s administrative law enforcement behavior.Village cadres should establish ethical awareness of responsibility,enhance their own moral consciousness,and enhance the moral demonstration role of villagers.At the same time,high-quality village cadres reserve army should be cultivated to provide solid talent support for rural governance.Villagers should give full play to their subject consciousness and actively participate in rural governance by strengthening their own moral requirements and updating their own moral cognition.In addition,moral council should be set up to enrich the ethical ways for villagers to participate in rural governance.As far as the system of rural governance is concerned,it is necessary to build rural ethical community by cultivating rural public culture and guarantee the fairness and justice of rural governance by improving rural rule of law.And through the thought of combining Germany and law,the informal system represented by ethics and morality is organically combined with the formal system represented by laws and regulations.
