China’s cultural ecological reserves are mainly divided by relying on the relevant administrative regions, and although there are management agencies dedicated to the construction of cultural ecological reserves, the staff will inevitably encounter the problem of cross-regional conservation arising from different administrative affiliations when carrying out their work, and the current theoretical research on cross-regional conservation is relatively lacking and cannot yet answer the question of how to coordinate cross-regional conservation in a comprehensive and systematic manner.Under such a background,a comprehensive and systematic study on cross-regional collaborative conservation of cultural ecological reserves can not only systematically sort out the existing cross-regional collaborative conservation measures, but also construct a new cross-regional collaborative conservation mechanism. This is obviously not only of certain theoretical value, but also of strong practical significance, and is a key link in solving many problems in the conservation process of cultural ecological reserves.By applying the synergy theory and SFIC model, this paper deeply analyzes the current conservation situation of the experimental area for cultural ecological conservation of the Tujia and Miao people in the Wuling Mountain Region(southeast of Chongqing),reveals the problems and drawbacks of the cultural ecological reserve in the process of cross-regional synergistic conservation from four aspects: starting conditions, catalytic leadership, institutional design, and synergistic process, and makes a detailed discussion of the reasons for its formation.Through the four parts of establishing a sense of co-governance,strengthening the catalytic leadership, improving the institutional design and strengthening the synergistic process, the synergistic conservation between different districts and counties and between public sectors is realized and the conservation effect is improved.Through the optimization of the SFIC model, the cross-regional collaborative conservation of this cultural ecological conservation experimental zone can be better analyzed,so as to protect these important cultural heritages more effectively. The theoretical value of this topic is mainly in three aspects: from the perspective of topic selection, since there are only a few results dedicated to the systematic study of cross-regional synergistic conservation in cultural and ecological conservation(experimental)areas,a systematic study of cross-regional synergistic conservation is hoped to provide a reference for scholars who are concerned with this field;from the perspective of research methodology, this paper will seek to take an interdisciplinary approach to different kinds of problems From the perspective of literature, this paper will systematically organize relevant literature, provide new evidence and information, and argue and answer these questions on the basis of the questions raised. The relevance of this topic is reflected in three aspects: at the macro level,by thoroughly exploring the issue of cross-regional synergistic protection of cultural ecological reserves,it will provide more universal policy and measure solutions to promote the development of cultural ecological reserves;at the meso level, exploring cross-regional synergistic protection of cultural ecological reserves can effectively solve the problems caused by different administrative affiliations;at the micro level, studying the Wuling Mountain Region(Yu At the micro level, studying the cross-regional synergistic conservation of the Wuling Mountains(southeastern Yu)Tujia and Miao cultural ecological protection experimental zone can provide effective support for the protection of intangible cultural heritage and provide highly targeted and feasible policy recommendations, which will contribute to the sustainable development of this cultural ecological protection experimental zone.
