Research On The New Mechanism Of Grass-roots Cultural Relics Protection From The Perspective Of Collaborative Governance

The problems of cultural relics protection have always existed.There are problems in the theory of protection concept and some problems in management practice.The qualitative problems of cultural relics protection are also different from the perspective of observation and the thinking theory used.From the perspective of experts in the field of cultural relics,it is the lack of cultural relics protection theory and insufficient social attention.From the perspective of the administrative department of cultural relics,it is the problem of poor preservation and underutilization of cultural relics,the problem of illegal construction,construction without approval and destruction of cultural relics within the scope of cultural relics protection,the contradiction between cultural relics protection and government development intention and urban development,and the contradiction between government functions related to cultural relics protection.In the past,the idea to solve the problem was to strengthen the government’s cultural relics management function and increase human and financial resources.However,under the background of promoting the modernization of national governance capacity and the restriction of institutional reform,these ideas are no longer feasible.Therefore,these problems can not be solved by the theory of cultural relics protection,by experts specializing in cultural relics protection,and by the vast number of grass-roots cultural relics workers without the support of public management theory.From the perspective of theory and practice,the current demand and supply of cultural relics is the public sector.The cultural relics department urgently needs to improve its management or governance capacity in order to respond to the requirements of the modernization of national governance capacity and better meet the needs of the public for the achievements of cultural relics protection.Therefore,this paper uses the theories of public governance and collaborative governance,takes J City as a case,studies the difficulties encountered in the grass-roots cultural relics protection in J City,and points out that the root of the difficulties encountered in the current grass-roots cultural relics protection lies in the gap between the government’s single cultural relics protection force supply and the actual needs,and the existing cultural relics protection work level is becoming more and more difficult to meet the needs of the people.It is proposed that government departments should change their thinking and strengthen the role of policy-making and macro management;We should reshape the management mechanism according to the theoretical principles,explore and form a decision-making and implementation mechanism suitable for the actual protection of cultural relics in J City,fairly reflect the rights and interests of all parties,gradually form a cooperation mechanism between various departments within the government,the government and the public,effectively enhance the supply of cultural relics protection forces,and then improve the protection and utilization capacity of cultural relics at the grass-roots level.
