| Culture is the soul of a nation,the core element to enhance the attraction,competitiveness,influence and soft power of a city,and the soul and foundation of urban construction.People pay attention to living standards,but pay more and more attention to the quality of spiritual and cultural life,and their enthusiasm for directly participating in cultural activities is getting higher and higher.In recent years,the Chinese government has continuously demonstrated everything for the sake of the people’s unchangeable initial intention and distinct cultural consciousness.In order to effectively provide public cultural services,local governments have explored ways to reform the government’s purchase of public cultural services,but the effect is difficult to control.Therefore,it is worth studying how to introduce social organizations,broaden the coverage of public cultural services and avoid falling into the trap of suppliers and demanders.From the perspective of Chinese academic circles’ research on government purchasing services,it focuses more on connotation and essential attributes,theoretical basis,mode,cooperation with non-governmental organizations,etc.,and less on a specific field,which is the field of public cultural services studied in this paper.Therefore,by comparing the difference between the traditional government’s direct supply of culture and the contemporary government’s purchase of public cultural services,this paper clarifies the concepts of government’s purchase of services and government’s purchase of public cultural services.Through collecting and sorting out the feedback from the central inspection on the purchase of public cultural services by the Shanghai Municipal Government,the special audit by the audit bureau of District F,and the practice of budget management in the field of public culture by the Finance Bureau of District F,this paper studies the practice of purchasing public cultural services by the district government of District F.It is found that the government has inflated the items of government purchasing cultural services,failed to reduce the number of people and increase efficiency in time,the degree of information disclosure is not high,the communication cost is high,there are various irregularities in internal control,the scope of purchasers and contents are self-expanding and do not conform to the regulations,and the government purchases public cultural services through bidding.It is found that there are many problems in social organizations,such as underdeveloped social organizations,inability to undertake high-quality cultural activities,government purchasing services,nonstandard internal management of some contractors,incorruptible risk of disguised corruption,lack of professional talents and social trust,and passive situation in the process of undertaking cultural services.By designing a questionnaire,collecting opinions from grassroots people,and summarizing and sorting out,it is found that there are some problems in the public,such as poor channels to express the demand for cultural services,insufficient initiative to participate in cultural services,imperfect feedback mechanism of supervision and evaluation,etc.After summing up the above problems,I try to learn from the relevant ideas of game theory and classic models,clarify the game relationship between the government,social organizations and enterprises in the government’s purchase of public cultural services,build the game analysis model of government,social organizations and enterprises,and analyze the causes of the above problems with game theory from three angles: government departments themselves,bidding links and market players hunting.In order to find a solution to the problems in each game,this paper draws lessons from the experience and practice of the government of ‘www.taowenhua.cn’ in Zhoushan City,Zhejiang Province in purchasing public cultural projects.Through the analysis and reference of this typical case,from the perspective of being a ‘smart buyer’ put forward by Donald F.Kettl,the government builds a trading platform and supports the growth of sellers,so as to solve the defects of suppliers.The public orders food,and the government pays the bill,so as to overcome the defects of the demand side.Using the successful experience of ‘www.taowenhua.cn’ for reference,combined with the analysis of F district government’s purchase of public culture,this paper puts forward the right solution to solve the problems existing in local government’s purchase of public cultural services at present,and puts forward effective suggestions for more standardized and orderly government purchase of public cultural services. |
