Research On The Policy Effect Of Chengdu Municipal Government Purchasing Public Cultural Services

The way that the government purchases public cultural services from enterprises and social groups or personals and so on not only represents the main direction of our government in the reform of the public management system,but also a pioneering work of our country’s public cultural industry.Social development in the new era promotes to speed up the modernization process of the public cultural service system.In order to build a pluralistic public cultural service supply system and provide better and more diverse public cultural service contents for the public,we need to fully mobilize the power of the whole society.At the same time,the government departments should guide the right concept orientation,accurately define their own function and enrich the supply modes and contents of cultural services.This article takes Chengdu as the research object to explore the policy effect of the public cultural services purchased by the Chengdu Municipal Government.First of all,the article introduces the basic situations of purchasing the public cultural services Chengdu Municipal Government carries out,including policy formulation,forms and effect evaluation mechanisms of purchasing public cultural services,also proposes index construction and process of the policy effect analysis about the government purchasing in public cultural services,including design principles,design content and design methods.Secondly,the article analyzes the existing problems in the course of the Chengdu Municipal Government’s purchasing in public cultural services from three angles which are purchasing subjects,contractor subjects and the public.It provides the condition of the questionnaire design and data collection,and analyses the current policy effect of purchasing public cultural services the Chengdu Municipal Government carries out through the result of the survey data.In the end,the article proposes five suggestions,namely the government should transform the government’s functional orientation and set up sound under-taking systems of public cultural services,for the government purchasing cultural services to perfect the legal system,establish sound supporting measures and supervision assessment systems.
