Research On The Government Function In The Guarantee Of The Spiritual And Cultural Life Of The New Generation Of Migrant Workers

General Secretary Xi Jinping once said “We should adhere to the direction of serving the people and socialism,strive to improve the level of public cultural services,and let the people enjoy a richer,richer and higher quality spiritual and cultural life.” With the advancement of urbanization,the number of the new generation of migrant workers are growing.In 2010,they were written into the No.1Central Document of the central government by the first time,which reflects the government’s high attention to this social group.Although the rights of the new generation of migrant workers have attracted more and more attention,the lack of spiritual life and humanistic care problem has become increasingly prominent.In2010,Foxconn employees’ continuous jumping suicide event caused great concern in the society.Therefore,practical measures must be taken to ensure the spiritual and cultural life of the new generation of migrant workers.This paper selects Shanghai,which has the highest number of floating population in China,as an example to elaborate the current situation and dilemma of migrant workers’ spiritual and cultural life in Shanghai,and analyzes the causes of the dilemma by using the relevant knowledge and theories of public management.Starting from the government functions,this paper analyzes the work carried out by the Shanghai government in ensuring the spiritual and cultural life of the new generation of migrant workers,analyzes the problems in the implementation of relevant functions,and finally puts forward practical policy suggestions in combination with the actual situation of Shanghai,so as to contribute to the overall coordination and stability of society and people’s livelihood in Shanghai.The full text structure is divided into five chapters: the first chapter mainly introduces the research background and significance,explains the full text structure,research methods and research innovations,and points out the research ideas of this paper;The second chapter expounds the concept and characteristics of the new generation of migrant workers,the definition and measurement of spiritual and cultural life,government functions,and the theoretical basis involved in the article;The third chapter describes the current situation and difficulties of the spiritual and cultural life of the new generation of migrant workers living in Shanghai,and the reasons for these difficulties;The fourth chapter analyzes the measures,current situation and deficiencies of government functions in solving the spiritual and cultural life of the new generation of migrant workers in Shanghai,so as to provide an objective basis for the following policy suggestions;The fifth chapter puts forward targeted suggestions to preliminarily establish solutions to the spiritual and cultural life problems of the new generation of migrant workers in Shanghai.
