Research On The Management Of State-owned Movable Revolutionary Cultural Relics Resources In Shaanxi Province

Revolutionary cultural relics carry the glorious history of the heroic struggle of the party and the people,record the great course and touching deeds of the Chinese revolution,are the valuable asset of the Party and the state,and are vivid teaching materials for promoting revolutionary traditions and culture,strengthening the construction of socialist spiritual civilization,inspiring patriotic enthusiasm,and invigorating the national spirit.Shaanxi is the birthplace of the Yan’an spirit,the landing point of the Red Army’s Long March,and occupies an important position in the history of the Chinese revolution.Shaanxi’s stateowned movable revolutionary cultural relics resources are numerous,rich in types,widely distributed,and of high historical value.At the end of 2020,Shaanxi Province actively responded to the call of the State Administration of Cultural Heritage and announced the "First List of Revolutionary Cultural Relics in Shaanxi Province".After the release of the directory,how to scientifically and efficiently manage the state-owned movable revolutionary cultural relics resources of the province according to the characteristics of Shaanxi’s revolutionary cultural relics is a new topic that needs to be solved urgently.Therefore,the author puts forward thoughts on the management of state-owned movable revolutionary cultural relics resources in Shaanxi Province through methods such as field survey and literature collection,and with reference to the research results of previous authors.The study in this paper is divided into four parts:Part Ⅰ: The first part: A brief introduction to the revolutionary history of Shaanxi Province,collation and analysis of the overview situation of state-owned movable revolutionary cultural relics resources in Shaanxi Province,and a review of the management status from the three levels of management institutions,policies and regulations,and management practices.Part Ⅱ: Combining with the current situation of resource management of state-owned movable revolutionary cultural relics in Shaanxi Province summarized above,the existing in the management process at the current stage are discussed,and the reasons behind them are explored.Part Ⅲ: By introducing advanced management experience at home and abroad,it provides a reference for the management of state-owned movable revolutionary cultural relics resources in Shaanxi Province.The three cases selected in this chapter,each with its own characteristics,are Jiangxi Province,which took the lead in legislating,Shanghai,which has created a circle of cultural creation,and the Imperial War Museum,which collects war relics.Part Ⅳ: According to the existing problems and advanced experience summarized above,six targeted suggestions are put forward for the management of state-owned movable revolutionary cultural relics resources in Shaanxi Province according to local conditions,namely,to improve laws and regulations;Strengthen business cooperation;Cultivate high-quality talents;Deepening scientific research;Improving the custody of the collection;Promote publicity and development.Through the combination of macro and micro research on the state-owned movable revolutionary cultural relics resources in Shaanxi Province,this paper clarifies the problems existing in the current management process,and explores the reasons behind them,and proposes corresponding solutions by drawing on the advanced management experience of other regions,and expects to make a slight contribution to the management of state-owned movable revolutionary cultural relics resources in Shaanxi Province.
