Research On The Management Of Shaanxi Revolutionary Cultural Relic Resources In The New Era

In recent years,the party and the state have paid more and more attention to the protection and utilization of revolutionary cultural relics.A series of important documents have been issued,which have effectively guaranteed the protection,management and utilization of revolutionary cultural relics.The State Administration of Cultural Relics has set up the Department of revolutionary cultural relics,and 13 provinces such as Shaanxi have set up special organizations for the protection and utilization of revolutionary cultural relics.The protection together with the utilization of cultural relics has entered a brandnew era.The mainresearch purpose of this paperis: After the establishment of the new organization,how to effectively manage the revolutionary cultural relics of Shaanxi Province according to the characteristics of the revolutionary cultural relics,thereby promote the level of protection and utilization of revolutionary cultural relics in the whole province.This paper introduces the concept of “Revolutionary Cultural Relics Resources Management”in the research,and puts forward the idea that taking the revolutionary cultural relics,management institutions,scientific research institutions,enterprises and other elements as a whole to manage,so as to promote the efficiency of the protection and utilization of revolutionary cultural relics.First of all,this paper has made an all-side statement of the present status of the revolutionary cultural relics resources in Shaanxi,such as revolutionary cultural relics,management institutions,scientific research institutions and related enterprises.On this basis,the problems existing in terms of management of Shaanxi revolutionary cultural relics are objectively analyzed.Secondly,based on the analytic hierarchy process,the four factors,namely the number,the value,the preservation status and the property ownership of revolutionary cultural relics in the region are deeply analyzed.The research establishes a scientific mathematical model in order to carry out the quantitative analysis to the Shaanxi revolutionary cultural relic distribution with an aim to sum up the Shaanxi revolutionary cultural relic distribution characteristics,hence to provide the database for the revolutionary cultural relic resources management.Finally,based on the present status research and the data analyses,the paper proposes a new management system under new circumstances and attempts to improving the management level of the revolutionary cultural relics resources in Shaanxi.The research results of this paper can be applied to the protection and utilization of revolutionary cultural relics in Shaanxi;The concept of Revolutionary Cultural Relics Resources Management and the quantitative method of distribution of revolutionary cultural relics proposed in this paper can provide references for the management of revolutionary cultural relics in otherprovinces or cities.
