Research On The National Register System Of The Movable Cultural Relics Of China

The national register of cultural properties is a basic system widely used for the protection of cultural heritages.It was first declared in "The Interim Measures for Cultural Relics Identification and Management" in China in 2009.However,it was not until China’s first national survey of movable cultural relics carried out in 2012,making the establishment of the national register system as one of its three major targets,did the system in its golden period of construction,especially played an important role in the construction of the register system of the movable cultural relics.This paper tries to illuminate the definition and characteristics of the national register system,in the view of the lack of study about this system.It makes a retrospective analysis of the historical development process of the national register system since the founding of the People’s Republic of China,combined with the situation of the cultural relic management in China.Through the introduction of different ways of the practice about the national register system in the world,this paper shows that the system is based on the characteristics of heritage resources and the need of the preservation of them.This paper analyzes the contribution made by the first national movable cultural relics in the construction of organization,standardization,workflow and information management platform and database,which are the basis for the establishment of the national register system of movable cultural relics.Through the analysis of the current status about the construction of the national register system in China,that is,the transition from the accumulation of work experience to the formation of the system,this paper discusses how to construct the system framework through the organization of the institutional system,the establishment of laws and regulations,the setting of standard working procedures and corresponding budge,preparing to form a healthy working mechanism in the future.To clarify the importance of the national register system to the development of China’s cultural heritage career,this paper studies the improvement of the ability of management,of the preservation and of the rational utilization of cultural relics,the three functions of the system.The implementation of the national register system of movable cultural relics will be the first to establish a long-term mechanism of management on cultural relics in the national level in China.At present,the construction of the system is still in the transitional stage.Setting up laws and regulations,unified and coordinated organizational structure and working standard are of vital importance to the system construction,in order to give full play to the preservation,management and utilization of cultural heritages.
