Research On The Promotion Of Rural Cultural Construction By Village Regulations And Rules

Culture is the soul of a country and a nation.Rural culture is rooted in the special soil of rural society,shows the spiritual thoughts and value orientation of rural people,integrates into the blood of rural people and constitutes an important part of villagers’ daily life.Rural culture is of great significance in shaping villagers’ spirit,condensing rural consensus and maintaining village order.At present,with the rapid development of China’s economy and society as well as the strong impact of foreign culture,the marginalization and hollowing out of China’s rural culture urgently need to be relieved by relevant systems.As an effective means to promote the construction of rural culture,village regulations and rules play an important role in constructing a good family custom,building a simple folk custom,creating a civilized rural custom and so on.However,with the development of rural economy and the change of social environment,the prestige and role of village regulations and rules are gradually declining in rural areas,and there are some problems in promoting rural cultural construction.First,the function orientation is not clear.Village regulations and rules are not only different from laws,but also different from informal systems such as custom.It is necessary to clarify the function orientation of village regulations and rules and determine its role in promoting rural cultural construction.The second is the absence of participants.Promoting the construction of rural culture can not rely solely on one subject,but also building a pattern of multi-subject participation.The third is the function mechanism is not perfect,the promotion of rural cultural construction lacks the guidance of values and the guarantee of democratic autonomy and corresponding punishment.The promotion of rural cultural construction in the context of the new era is not only inseparable from the strong guarantee of the legal system at the national level,but also needs to pay attention to the unique governance role of village regulations and rules to make up for the problem of “acclimatization” in rural cultural construction by national laws.Therefore,it is necessary to carry out in-depth research on village regulations and rules to promote the construction of rural culture.Taking Ma Zhuang Village,Xuzhou City,Jiangsu Province as an example,through field research and other methods,this paper analyzes the successful practice of village regulations and rules in promoting the construction of rural cultural by taking various village regulations and rules as the entry point and combining relevant academic theories with specific rural cases.On this basis,the author finds that promoting the construction of rural cultural through village regulations and rules requires the participation of multiple subjects-the "two committees" leading,the local sages motivating with enthusiasm and the villagers implementing as main body.At the same time,through further study,the author summarizes the value-oriented mechanism,democratic guarantee mechanism,and disciplinary regulation mechanism of the village regulations and rules to promote the construction of rural culture.This paper analyzes and summarizes the "Ma Zhuang’s experience",studies the successful practice of village regulations and rules to promote the construction of rural culture,clarifies its principle,learns its experience,and finds a reproducible path which adapted to construct rural culture under the background of the new era in order to provide feasible and beneficial suggestions for the construction of rural culture in other regions of our country.
