For the city of Kunming,1937-1949 was a period of drastic changes.During this time,political environment,economic development and social ecology of the city had an undergone significant variation,such as the dividends of the Anti Japanese War,the urban management planning and the vigorous revolution.The lower-class in Kunming during this period are closely related to these changes,from silence to undercurrent and then to shouting,the lower-class gradually set off a red wave of the city,which made Kunming pour into a new historical period.This paper studies a series of changes in Kunming urban society and the lower-class during this period,based on the archival materials of Yunnan Provincial Archives and the social investigation during the period of the Republic of China,and taking the political and economic environment from 1937 to 1949 as the research background.The wartime migration made great progress in Kunming’s economic environment.At the same time,the Kuomintang government also issued a series of measures to manage and guide the development of various industries,trying to stabilize the society and strengthen management.However,due to historical and practical reasons,workers,coolies,vagrants and other groups in Kunming lives were filled with untold suffering.Until the Communist Party of China,promoted the awakening of the class consciousness of the majority of the lower class people through the continuous development of organizational power,and they opened a new chapter in history.This paper used archival materials to sort out the specific measures issued by the Kuomintang government,and analyzes the feasibility and effectiveness of these measures about the lower social groups.Through the study of extensive literature,it is concluded that the management strategy issued by the Kuomintang government has not improved the people’s living conditions and achieved practical results,and the urban underclasses in Kunming are still survive difficultly.So only the Communist Party of China which based on the populace can lead the people to a broader future.
