Research On The Problem And Countermeasures Of Abandoned Cultivated Land In Sichuan Hilly Area

"Land is the mother of wealth","labor is the father of wealth".As a great agricultural country,agriculture is the foundation of national economy,and land is the premise of agriculture.Land resource is the foundation on which human beings live.Generally speaking,China has more people and less land with uneven distribution.Land resources,especially arable land resources,are very precious.Arable land is the foundation of grain production.Grain safety is related to national security and people’s livelihood.Therefore,the party and the country have paid most attention to the protection of arable land,put forward the red line to ensure 1.8 billion mu of arable land,formulated a series of arable land protection laws and regulations,and introduced a number of policies and measures.However,the phenomenon of arable land wasting has a long history and become more and more serious.Many scholars have made extensive and in-depth discussions and exploration on this issue.At present,whether the momentum of arable land wasting has been effectively controlled,and what is the new situation of arable land wasting? All these issues still need further investigation.Solving the problem of arable land wasting is closely related to the issues of how to develop agriculture,how to revitalize the countryside and where is the way for farmers.Therefore,the analysis has very important significance.This paper,guided by Marx’s land theory and based on China’s land policy,defines the concept of arable land wasting through literature research,field investigation,empirical analysis and comprehensive induction.It analyzes the current situation and causes of arable land wasting in hilly areas of Sichuan,and puts forward some countermeasures to further solve the problem.The analysis found that: at present,the problem of arable land wasting in hilly areas of Sichuan is still very prominent,the average proportion of abandoned areas in the study sampling area is 21.44%,the degree of abandonment is deepening,the management difficulty is increasing.The superficial reason of land wasting is the lack of rural labor force for farming.The deep reason is that the agricultural benefit is too low,the agricultural production conditions are poor and the farmers are not active enough for farming.The national support policy is effective,but there is problem of insufficient implementation precision.Land circulation is an effective measure to solve the problem of land wasting,but the problems in the process of land circulation should not be ignored.The study has carried out that the problem of arable land wasting in hilly areas of Sichuan should be combined with rural revitalization.The government should make great efforts to improve the basic conditions of production and living in rural area,start from reducing cost,raising price,increasing subsidy to raise agricultural production efficiency substantially,improve the precision of policy support,establish an effective incentive mechanism from both positive and negative aspects and implement the policy support on the people actually farming,make full use of land finance and promote land circulation to solve the problem of arable land wasting,strengthen the cultivation of new agricultural operators and attract youth with aspirations to start their own businesses.All these are the fundamental solutions to the issue of “who is going to farm”.
