Research On Evaluation Of Sustainable Utilization Of Cultivated Land In Hubei Province Under The Background Of Rural Revitalization Strategy

Since the reform and development,China’s economy and society have continued to develop rapidly.On the one hand,China’s economy and society have undergone drastic changes.On the other hand,it has also brought serious problems,such as unbalanced and inadequate development,which is more serious in rural economic development.The lack of sustainable use of cultivated land in rural economic development is even more serious.This problem will endanger the country’s arable land security and food security,further widen the gap between urban and rural areas,and be detrimental to the long-term healthy development of China’s economy and society.Hubei Province is an important agricultural province in central China,one of the major food producing areas,and a population-intensive province.The sustainable use of its cultivated land has a profound impact on the sustainable development of the economy and society and food security in the region.Therefore,studying the sustainable use of cultivated land in Hubei Province is of great practical significance for promoting the healthy development of Hubei’s economic society and ecological environment.By taking the sustainable use of cultivated land in Hubei Province as the main research object,this article analyzes the natural,economic,and social development of Hubei Province.And the article analyzes the status of cultivated land use in Hubei Province,including changes in cultivated land area and major cultivated land crops.And it also put forword to problems which affect the sustainable use of cultivated land.Based on the PSR model,this paper establishes an evaluation model of sustainable use of cultivated land in Hubei Province,comprehensively evaluates the sustainable use level of cultivated land in Hubei Province,and analyzes its limiting factors.Aiming at the current problems and restrictive factors that inhibit the improvement of the sustainable use of cultivated land in Hubei Province.This article puts forward corresponding countermeasures and suggestions in connection with the implementation of the rural revitalization strategy.This article draws the following conclusions through qualitative and quantitative analysis:(1)By analyzing the current situation of cultivated land use in Hubei Province,it can be seen that from 2009 to 2018,the cultivated land area in Hubei Province has shown a decreasing trend year by year.Between 2013 and 2014,the cultivated land area decreased sharply.After 2014,the rate of reduction of cultivated land area in Hubei Province has gradually slowed down and is currently stable,but the possibility of continued reduction of cultivated land area in the future is still high.Aiming at the current situation of sustainable use of cultivated land in Hubei Province,problems such as contradiction between man and land,crisis of cultivated land quality,the impact of urbanization,inefficient use of cultivated land and low economic benefits,and shortage of rural labor and talent are restricting the sustainable use of cultivated land in Hubei Province.(2)Based on the analysis of the sustainable use evaluation of cultivated land in Hubei Province and based on the PSR model,it can be seen that the overall level of sustainable use of cultivated land in Hubei Province fluctuated from2009 to 2018,which can be roughly divided into two stages: slow rise and rapid rise.After 2014,the increase is more obvious.At the same time,the various evaluation subsystems have shown different trends.The comprehensive evaluation value of the pressure subsystem has been declining over the past 10 years,and has been relatively stable since 2014.The pressure caused by human economic activities on the sustainable use of cultivated land is still large;the comprehensive evaluation value of the system and the comprehensive evaluation value of the response subsystem show a rising trend,which shows that the intensive use of cultivated land by the human society and the policies implemented by the government to promote the sustainable use of cultivated land have played the most important role in promoting the sustainable use of cultivated land in Hubei.According to the analysis of the obstacles affecting the sustainable use of cultivated land,it can be known that the main factors that have affected the sustainable improvement of sustainable use of cultivated land in Hubei Province in the past decade are the continuous expansion of population,the continuous reduction of cultivated land area,the acceleration of urbanization and the construction of real estate,the declining of rural labor.(3)Aiming at the various restrictive factors affecting the sustainable use of cultivated land in Hubei Province,combined with the strategy of rural revitalization,this article proposes corresponding countermeasures.In Hubei Province,it is necessary to strictly protect cultivated land,control construction land,establish a dynamic monitoring system for cultivated land,and improve the quality of cultivated land;Hubei Province must optimize the layout of cultivated land and cultivated structure of cultivated land,and promote the construction of cultivated crop brand;enterprises should pay attention to the environmental protection of production,farmers should consciously establish awareness of ecological and sustainable development;Hubei Province should strengthen the construction of rural agricultural talents and cultivate advanced rural agricultural culture;Hubei Province should establish a strong rural grassroots organization to ensure the implementation of various policies for sustainable use of farmland.
