Game Analysis And Development Benefits Research On Farmland Quality Improvement And Transformation Under The Introduction Of Social Capita

With the release of the main data results of the third national land survey,the red line target of cultivated land has been basically guaranteed,but it also reflects many problems in cultivated land protection.Cultivated land is still the main source of construction land occupation.Taking advantage of the land policy dividend during the crucial period of poverty alleviation,deep poverty-stricken areas have vigorously developed major construction projects such as energy,transportation and water conservancy,occupied a large number of cultivated land construction,and produced a large number of cultivated land index "commitment accounts".Governments at all levels have great pressure on cultivated land protection and the scarcity of reserve resources of arable land,Improving the quality of cultivated land has become an important measure to adhere to the red line of cultivated land in the new era.With the improvement of the inter provincial supplementary cultivated land transaction index adjustment system and the production of relevant policy documents on cultivated land protection,social capital is actively investing in the improvement and transformation of cultivated land.The operation mode of social capital investment in cultivated land quality improvement and transformation is a systematic project with multi-party participation,which is still in its infancy.Based on the analysis and summary of the operation mode of social capital participation in cultivated land quality improvement and transformation and cultivated land protection at home and abroad,this paper discusses the interests of social capital investment in cultivated land quality improvement and transformation projects from the management level,Using the principle of game theory,this paper analyzes the game behavior of the core interests of the participants in the process of cultivated land improvement and transformation,and establishes a collaborative management mechanism on this basis.Combined with the actual data,the development potential scale of cultivated land improvement and transformation in Yanjin County is predicted and analyzed.Finally,taking the cultivated land improvement and transformation project in Yanjin County,Zhaotong City,Yunnan Province as the analysis object,based on the game selection strategy,from the perspective of social capital and county(District)government investment income,this paper analyzes the development income(mainly economic development profit)and interest balance through the cost-benefit theory,so as to improve the enthusiasm of social capital investment in cultivated land improvement and transformation and the assistance of county(District)government.(1)According to the interest equilibrium solution of the game model,it can be obtained that the key of social capital investment in cultivated land improvement and transformation lies in the assistance of county(District)government to social capital and whether the distribution of investment income is balanced.The key for social capital to participate in the investment of cultivated land quality improvement and transformation is for the county(District)government to improve the corresponding assistance and income reward distribution.(2)Through the analysis and prediction of the development potential scale of cultivated land improvement and transformation in Yanjin County,Zhaotong City,Yunnan Province,it is concluded that there are 1550 map spots with an area of4408.12 ha,all of which are dry lands.Provide theoretical basis and methods for scientific and efficient selection of cultivated land improvement and reconstruction project area,and avoid that the supplementary cultivated land index cannot be put into storage,resulting in the reduction of development income.(3)Through the case analysis of the cultivated land improvement and transformation project in Yanjin County,the results show that the participation of social capital investment in cultivated land improvement and transformation has a positive impact on the development profit of the county(District)government.Compared with its own financial investment,the development profit of the county(District)government has reached 164.7273 million yuan,107.5513 million yuan more than its own financial investment.It is further verified that the action strategy(assistance and investment participation)is the best strategy in the game behavior.For social capital,social capital investment participates in cultivated land improvement and transformation projects.In order to ensure the balance of investment interests,it is necessary to ensure that the output index area is higher than 123.07 HA in order to ensure the balance of revenue and expenditure.
