Research On The Internal Governance Of People’s Organizations At The City Level

The People’s organization represented by the Federation of Literary and Art Circles is a social organization with Chinese characteristics.It has played an important role in the history of New China.Today,it still plays the role of a bridge between the Party committee and the government to connect with specific social groups.It also plays a leading role in social organizations in the same business field because of its administrative official status.It is an important environmental factor that other social organizations in this field cannot avoid and affects their development.However,with the deepening of reform in an all-round way,the functions of People’s organization have also changed,and they are increasingly marginalized by the administrative system.In addition,in recent years,to promote the reform of public institutions by category and accelerate the reform of social organizations,it is required to promote the "separation of government and business","separation of government and enterprise" and "separation of government and society",which makes it difficult for People’s organization involved in public administration of public institutions across the administrative,institutional,social,and enterprise sectors to adapt.The author selects People’s organization at the prefecture and city levels from the five administrative levels of the country to the local level as the research object.Taking the Federation of Literary and Artistic Circles of X City as an example,from the perspective of internal governance,the author uses the literature research method,questionnaire survey method and interview method to introduce the current situation of the internal governance of the Federation of Literary and Artistic Circles of X City,and analyzes the shortcomings and reasons of the internal governance of the Federation of Literary and Artistic Circles of X City,And put forward the internal governance countermeasures of People’s organization at the municipal level.This article believes that there are problems in the internal governance of the X City Federation of Literary and Art Circles,such as deviation in common governance goals,confusion and imbalance in governance subjects,incomplete emphasis on institutional mechanisms,and insufficient effectiveness in governance activities.Based on the new public service theory and good governance theory,the reasons are analyzed as the impact of emphasizing "administration" over "society",poor coordination of governance subject relationships,inadequate system and supervision,and inaccurate grasp of group needs.Based on the above analysis,this thesis proposes the internal governance countermeasures for People’s organization at the prefecture and city levels as follows:administrative organs guide the discussion of governance goals,classify and manage internal multiple governance subjects,their social organizations carry out legal person registration,take over internal and external social organizations in the business field,establish parallel party organizations to play a supervisory role,and their public institutions carry out social organization hub services.From the perspective of strengthening the internal governance of prefecture level People’s organization,this thesis promotes prefecture level People’s organization to adjust their structure and work focus,attach importance to social organization management,focus on developing social undertakings,maximize social value,so as to better meet the requirements of the modernization of the national governance system and governance capacity.
