Research On The Internal Governance Reform Of Shanghai Federation Of Literary And Art Circles

Mass Organizations represented by Federation of Literary and Art Circles(FLAC)are special social organizations in China,Which play an important role in the process of society development.With the emergence of New Literature and Art Groups,new cultural activities,new social needs and new technical means,SFLAC and other Mass Organizations are facing great challenges.With the new situation and tasks,it has become a key task for the Reform of Mass Organizations such as SFLAC,how to further play the Role of Bridges and Bonds and how to adapt to the requirements of National Governance System and the Modernization of Governance Capacity.The Reform is no longer simply transferring functions and structures than a systematic project,which covers all aspects of Internal Governance Reform such as functions,structures,mechanisms and the environment.Synegetics is a theory to analyze how the open system in non-equilibrium state achieves the ordered state of time,space and function through the interaction and cooperation of internal factors,surpassing the role of individual elements and achieve synegestic effects,so it is probably useful for the Internal Governance Reform of SFLAC.Therefore,from the perspective of Synegetics,this article analyzes the current situation of SFLAC,using literature research methods,case study methods,questionnaire survey methods,systematic analysis methods and so on.It analyzes the causes with the Internal Governance problems of SFLAC,as soon as gives suggestions about the Internal Governance Reform of SFLAC.This article holds that the internal governance of SFLAC has the problems of weak influence on activities,poor service satisfaction,low participation of members and low utilization rate of resources.The reasons for the above problems include: lack of open collaboration,failure to grasp the key of order parameters,low self-organization,etc.Based on this,the Internal Governance Reform of SFLAC should adopt the following countermeasures: to open the system of SFLAC by strengthening the openness to the outside of the system,cohering New Literature and Art Groups and enhancing the opening and coordination within the system;to clarify the function orientation of SFLAC by consolidating the Role of Bridges and Bonds linking the party and government with the literary and art circles,implementing newfunctions and missions and clarifying the division of responsibilities within the system;to upgrade the work carriers and platforms of SFLAC by innovating literary and artistic activities and improving professional services;to adjust the organizational structure by establishing "one-department-four-centers";to improve the operation mechanism by implementing scientific decision-making,strengthening professional execution,improving supervision system,reforming incentive system and strengthening human resource management;to improve the self-organization of SFLAC by stimulating self-refreshed function,encouraging innovation,creating a strong atmosphere of cooperation and strengthening mission education.
