Research On Policy Theme Change And Text Quantification Of Public Digital Cultural Service In China From The Perspective Of Integration Of Culture And Science

On the road of building great socialist country,the integration of culture and science and technology has already become one of the necessary means of our cultural industry development.The deepening integration of culture and technology has provided innovative ways for public digital cultural services and created vitality for their policy development.Public digital culture policy is the "fixing pin" of public digital culture construction,and also the necessary guarantee for the long-term development of the combination of entity and virtual mode of public cultural service,which can guide the vertical and in-depth development of public digital culture.Therefore,under the environment of culture and technology integration,the study on the subject change and text quantification of Chinese public digital culture service policy can provide references for perfecting Chinese public digital culture service policy system and provide suggestions for optimizing the efficiency of public digital culture service.This paper collects the public digital cultural service policy texts issued by the Chinese central government from 1996 to 2021 as the research object,and systematically analyzes and summarizes the development process,theme changes and policy tool system structure of the policy texts.By using content analysis method and Nvivo software,statistics and analysis were carried out on the external features such as the number,form,subject and effect of the policy.Based on the comparative analysis of the number and effect of the policy,the development of the policy was divided into stages,and the connotation of the policy at each stage was explored through the construction of the theme list and co-word clustering.In addition,the analysis framework of policy tools and the division and coding of analysis units of policy content are constructed to carry out quantitative analysis of policy content and dig deeply the internal law of the development of public digital cultural service system from multiple dimensions.Through research,it was found that in the development process and implementation of the public digital cultural service policy in our country,the subject and participant of policy document were diversified,which contributed to the development and implementation of policy,but the unclear division of cooperation was still needed to be clear.The policy themes continue to be rich and show phased changes,but generally show the characteristics of scattered areas and excessive concentration of content.The policy tools of supply,environment and demand are applied in a cross and comprehensive way.However,the utilization rate of supply and demand policy tools is insufficient,and there are obvious differences in the use of specific policy tools.Therefore,some suggestions for the future development of public digital cultural service policy in our country are put forward from the following aspects: forming the multi-subject long-term cooperation mechanism,improving the cooperative efficiency of policy subjects;To grasp the new development opportunities under the digital China,broaden and deepen the areas of concern of policy themes;We should strengthen the rational use of policy tools and ensure the policy operation state of dynamic balance and coordinated development.
