This research explores the use of cultural diplomacy as a tool for promoting tourism through relationships that offers an alternative to strength-based international relations.Its goal is to make a nation’s culture known to other nations and to respect and understand other nations’ cultures to foster good relations.China has used soft power to secure a peaceful environment for tourism and improve its image through cultural diplomacy.China’s relationship with Botswana,which began in the 1970 s with China providing aid to Botswana in the form of technical assistance and development projects,remains strong,with both countries continuing to cooperate on a wide range of economic,political,and cultural issues.As China’s economic influence continues to grow in Africa and around the world,its relationship with Botswana and other African nations is likely to remain a key focus of its foreign policy.To better understand and investigate how cultural diplomacy might aid in promoting tourism between Botswana and China,theory of cultural capital and its enhancement of soft power is used.The research discusses how it can be used in international relations to influence others through non-coercive means.The soft power theory emphasizes the importance of culture,values,and diplomacy in shaping global perceptions and behavior.However,the effectiveness of soft power can be difficult to measure and can be affected by external factors.The problem addressed in this research is the lack of significant growth in the number of Chinese tourists visiting Botswana despite the country’s efforts to attract them.This is due to a lack of awareness and understanding among Chinese travelers about what the country has to offer,as well as logistical challenges such as limited air connectivity and language barriers.To address this problem,the countries have chosen to use cultural diplomacy,but there is a lack of significant exchange and understanding between the two countries.To overcome this,the researcher suggests several steps such as promoting cultural events and exhibitions,establishing cultural exchange programs,and educational exchange programs.However,the tourism industry in Botswana has faced a downturn due to external factors such as the global economic downturn,increased competition from other African countries,and the COVID-19 pandemic.Furthermore,negative media reports on Botswana’s wildlife conservation efforts have led to a decline in the number of tourists visiting the country.The researcher uses a qualitative methodology to study the cultural diplomacy between Botswana and China.The study employed case study research and documentary analysis to gain an in-depth understanding of the complex issues surrounding cultural diplomacy.The data collection process involved interviews,document analysis,and questionnaires.The target population included employees of the Ministry of Youth Empowerment,Sport and Culture Development,Ministry of Foreign Affairs,and the Embassy of the People’s Republic of China in Botswana who live in greater Gaborone,with a total population numbering to about 300 employees.The data analysis process involved identifying key themes,patterns,and trends from the collected data.The participants suggested that China has been using its cultural assets in Botswana to increase its soft power and influence,using establishment like the Confucius Institute at the University of Botswana which promotes Chinese language and culture.China has used cultural events and exchanges to build ties with Botswana,including inviting Chinese artists and musicians to perform in Botswana and screening Chinese films in the country.China has been investing in the preservation and restoration of Botswana’s cultural heritage and has made various investments in Botswana’s culture and tourism infrastructure,including the construction of the Sir Seretse Khama International Airport and the Botswana-China Friendship Park.The research findings also show that China has sponsored cultural events and performances in Botswana,including the Chinese Film Festival and Chinese New Year celebrations,and has provided scholarships to Botswana citizens to study in China in fields related to tourism and cultural industries.The research findings discuss the effectiveness of cultural exchanges between Botswana and China.The participants agree that there has been a positive trend towards greater cultural understanding and awareness between the two countries,evidenced by the increase in cultural exchange activities,language education,academic collaborations,and tourism initiatives.However,there are still challenges such as language barriers and cultural differences.Botswana has participated in various cultural events and exhibitions in China to promote its rich cultural heritage and tourism opportunities.The findings also showed the challenges facing cultural diplomacy between Botswana and China.The challenges include language barriers,cultural differences,infrastructure development,and competition from other countries,and the low quality of tourism services.Participants suggested that investing in language translation services,educating citizens and visitors about cultural practices,developing unique tourism products,ensuring quality control mechanisms,and investing in training and capacity building for the tourism workforce can help overcome these challenges.The research concludes by emphasizing the need for the government to invest in the tourism sector to provide for international tourists,particularly those from China.The findings also discuss the growing importance of cultural diplomacy in foreign policy,with countries using their cultural assets to promote national interests and build relationships.The case of China’s cultural diplomacy in Botswana is highlighted as an example of how cultural diplomacy can promote economic growth,strengthen diplomatic ties,and enhance mutual understanding between nations.The research emphasizes the importance of embracing cultural diplomacy as a vital tool in promoting international relations,recognizing the potential economic benefits of cultural and creative industries,and balancing cultural exchanges with respect for cultural diversity and identity.The researcher made recommendations for governments and policymakers to strengthen cultural diplomacy initiatives.These include investing in cultural exchange programs,respecting cultural diversity and identity,investing in tourism infrastructure,fostering mutual understanding and respect,promoting cultural diversity and exchange,collaborative efforts,and continuous evaluation.The researcher highlights the potential of cultural diplomacy in promoting international relations and building social and economic capital.The case of China’s cultural diplomacy in Botswana is used as an example of how cultural diplomacy can enhance mutual understanding and promote the growth of tourism.The researcher concludes that by promoting cultural diversity and exchange,facilitating collaborative efforts,and continuously evaluating the effectiveness of cultural diplomacy initiatives,countries can promote a more peaceful and prosperous world.
