Study On The Secret Work Of Shaanxi Provincial Committee Of CPC During The Total Anti-Japanese War

The secret work of Shaanxi Provincial Committee of the CPC during the Anti-Japanese War can be started from three levels: the CPC Central Committee,Shaanxi Provincial Committee and their leading regions.Specifically,at the central level,including the secret work instructions of the CPC Central Committee and its dispatched agency--Northwest Bureau to Shaanxi Provincial Party Committee;At the local level,it mainly refers to the Shaanxi Provincial Party Committee and its leading areas in the Shaanxi state-controlled areas and the secret work of the 17 th Route Army of the Kuomintang.The secret work of Shaanxi Provincial Committee of CPC during the Anti-Japanese War can be roughly divided into three stages: The first stage was the development stage of the CPC Shaanxi Party organization.From December 25,1936,when the CPC Shaanxi Provincial Committee was restored,until the Anti-Japanese War entered the stage of stalemate at the end of 1938.During this period,due to the easing of relations between the Kuomintang and the Communist Party after the peaceful settlement of the Xi’an Incident,the CPC Shaanxi Provincial Committee followed the instructions of the CPC Central Committee to develop a large number of party members.There is also a phenomenon of neglect of secret work within the party,and many cases of violating the principles and disciplines of secret work and confusing the relationship between open work and secret work.The second stage was the consolidation of the Shaanxi Party organization of the CPC.From January 1939 to the first half of 1940,the relations between the KMT and the Communist Party deteriorated as the Fifth Plenary Session of the Fifth CPC Central Committee formulated anti-Communist policies and launched the first large-scale anti-Communist upsurge.In this regard,according to the instructions of the CPC Central Committee to consolidate the Party,Shaanxi Provincial Party Committee will attach importance to the secret work as the central work of consolidating the Party,and pay close attention to the education,inspection and disciplinary sanctions on the secret work.Although the secret work of the CPC Shaanxi Party had made some progress during this period,the phenomenon of violating secret work still existed.From the second half of 1940 when the policy of "concealed and capable" was put forward to the outbreak of the War of Liberation in 1946,during this period,the Kuomintang launched the second and third anti-Communist upsurge respectively in the winter of 1940 and the summer of 1943.In this period,Shaanxi Provincial Party Committee strictly implemented the policy of "concealed and capable" proposed by the CPC Central Committee.Until the outbreak of the Liberation War,the Shaanxi Party’s organization was preserved completely.Although the secret work of Shaanxi Provincial Committee of the Communist Party of China in the period of Anti-Japanese War was ignored,under the leadership of the Central Committee of the Communist Party of China,the leaders of Shaanxi Provincial Committee of the Communist Party of China and the unremitting efforts of various parties in Shaanxi,the secret work of Shaanxi Provincial Party of China was constantly improved,and the Party organization was tight and consolidated,which laid the foundation for the work of Shaanxi Provincial Party of China during the War of Liberation.
