In March 1947,the Kuomintang army began to carry out the key attack on the liberated area of the Communist Party of China(CPC).Its focus was in Shandong and in Northern Shaanxi.The Central Committee of the CPC(CCCPC),which had been in the Northern Shaanxi for 13 years,decided to withdraw.For the purpose of evacuation and overall work,the CCCPC decided to set up the Work Committee of the CCCPC to carry out the work assigned by the Central Committee.In April 26 th,the Working Committee arrived at Chengnanzhuang,Fuping County,Hebei province,which was the seat of the Jin-Cha-Ji branch of the CCCPC and the headquarter of the Jin-Cha-Ji military region,and in the early May,it moved to the Xibaipo,Pingshan County.In July 12 th,the Working Committee began to work.The Party organizations arriving at the Jin-Cha-Ji liberated area with the Working Committee were secretarial division,confidential division,and administrative division of the Secretariat of the CCCPC,the Organization Department of the CCCPC,the Propaganda Department of the CCCPC,and the Younger Committee of the CCCPC.The military organization arriving at the Jin-Cha-Ji liberated area with the Working Committee was the Political Department of the Central Military Commission lead by Fuzhong.As an organization,the Working Committee was not as compact as the Central Committee of the CPC.In addition,the leaders of the Working Committee focesed on different assignments respectively.In addition to dealing with some routine affairs,the Working Committee had mainly completed three tasks assigned by the Central Committee.Firstly,the Working Committee reversed the passive military situation in the Jin-Cha-Ji liberated area.Because of the large amount of disarmament and lack of preparation under the influence of peace thought,and the ununity and prestige of the leading collective of the Jin-Cha-Ji liberated area,the army failed to change from guerrilla warfare to mobile warfare in time.The field army also had the following reasons: heavy organization,huge rear area,and logistic support disorder.The military situation was once very passive after the outbreak of the full-scale civil war.After the arrival of the Working Committee,these problems were found out,and a thorough rectification of the problems was carried out.First,the leadership of the field army was reorganized and the logistic department of the military area was established to straighten out the relationship.Second,it guided troops to change guerrilla habits from ideology,technology and tactics to mobile warfare.After rectification,the Jin-Cha-Ji military region had fought several major annihilation wars and liberated Shijiazhuang,making Jin-Cha-Ji and Jin-Ji-Lu-Yu into one piece.The military situation was fundamentally reversed.Secondly,the Working Committee organized the national land meeting.Before the meeting,the Working Committee made preparations to investigate the land reform,and determined the time,organization and leadership and steps of the meeting.In the meeting,the representatives discussed how to grasp the specific policy and the inpurity in the party,in accordance with putting forward questions-discussing and analyzing problems-steps to form resolutions.During the discussion,the focus was once on the inpurity in the party,and in the final stage,it was once again concentrated in the total separation of land.Finally,the meeting formed the Outline of China’s Land Law,which was reported to the CCCPC and implemented in liberated area.Although there has been a radical deviation since then,the CPC corrected it in a timely manner,so that the land reform could continue.Thirdly,the Working Committee organized the North China Financial and Economic Agency and carried out a preliminary reunification of the financial work.Under the leadership and organization of the North China Financial and Economic Agency,the military production conferences,the transportation conferences,the financial and trade conferences were held and the currency was unified,which opened the foundation for the financial and economic unification after the establishment of the new regime in China.In May 1948,when Mao Zedong arrived in Xibaipo,the CCCPC settled down in Xibaipo,and the Working Committee formally ended its historic mission.
