Study On The Synergetic Supply Of Rural Public Cultural Services

Building the modernized public cultural service system is the main way to realize,maintain and develop the basic cultural rights and interests of the people,and will be the foundation of building a harmonious society.China is a big agricultural country,agricultural population accounts for a great proportion of the total population.Therefore,the promotion and improvement of the rural public cultural service system is the key to balanced development of public cultural services.At present,deep division within China’s urban and rural area,the government as the main single provider of public cultural services have been unable to match the rural public cultural demand.The status quo leads to public cultural endless problems exist in rural public cultural services.This dissertation puts up a question about the transformation of the fragmentization supply of rural public cultural service,by employing synergetic supply as pointcut and basing on the New Public Service Theory that addresses the citizen rights and multiple subjects’ participation.Based on the various literatures,factors,such as participants of synergetic supply of rural public cultural service,synergetic supply process,the guarantee of synergetic supply,synergetic supply outcomes,are involved as variables to build the theoretical model.Depth interview and questionnaire in a certain village are used for the empirical study.The operational mechanism among four potential variables is discussed based on the data analysis.The similarity and difference of status quo of the synergetic of rural public cultural service are analyzed while considering the suppliers’ cognition and demand subjects’ awareness.The result of empirical study is presented and explained and corresponding suggestions are made to seek the path to improve the synergetic supply efficiency of rural public cultural service.The main conclusions are found as follows: Frist,participants of synergetic supply,synergetic supply process,the guarantee of synergetic supply,synergetic supply outcomes are the organic unity which contains the inner link.Second,participants of synergetic supply has a direct impact on synergetic supply outcomes,while the participants of synergetic supply has a significant indirect effect on synergetic supply outcomes through synergetic supply process.Thrid,synergetic supply process has a significant direct impact on synergetic supply outcomes.The forth,guarantee of synergetic supply has a direct impact on participants of synergetic supply.Guarantee of synergetic supply significant influences synergetic supply process directly.There are three path for guarantee of synergetic supply to influence synergetic supply outcomes: through participants of synergetic supply,through synergetic supply process,through participants of synergetic supply and participants of synergetic supply simultaneously.The fifth,strengthening relationship among participants of synergetic supply,standardizing synergetic supply process,strengthening guarantee of synergetic supply,optimizing the synergetic supply as a outcomes,strengthening the interaction of each link,are effective paths which worth exploring for the transformation of synergetic supply of rural public cultural service.
