Good rural governance is one of the goals of national governance. With the acceleration of the process of social development, rural governance is facing a more severe governance situation. The traditional "the subordinate imitate the superio " work model can no longer meet the needs of village-level governance, and more needs the active actions of village cadres, that is,prospective behavior. In reality, the phenomenon of "inaction","slow action" and even " disorderly action" by village cadres is not uncommon. As the "interaction point" between the government and rural society, village cadres "cope with both sides passively" between the government and villagers," muddle along ",and act passively. This is not only detrimental to the implementation of national policies, but also leads to tensions between cadres and the masses, and even harms them.Village-level social stability weakens the effectiveness of rural governance. Then, how to guide village cadres to make prospective behaviors has become a difficult problem.Solving this problem will help promote the level of rural governance and achieve good rural governance. To solve this problem,it is necessary to go deep into the work situation of the village cadres and find out the influence mechanism of the prospective behavior of the village cadres.Focusing on the work situation of village cadres found that village cadres generally face two major dilemmas. One is the role conflict, the fuzzy self-positioning,and the difficulty in role identification due to playing multiple roles. The second is the excessive intervention and intervention of the grassroots government in the rural governance, and the village cadres’ self-government power is damaged and the sense of work control is low.The level of psychological empowerment is low. Therefore, this article attempts to explore whether the role identification and psychological empowerment of village cadres are important factors that affect the prospective behavior of village cadres. In order to answer this question, two analysis modes of "role determines behavior" and "power constructs role" are adopted, and the general mode of village cadre’s behavior interpretation "power→role→behavior" is constructed.Combining the two realistic backgrounds of the village cadres’ "role identification dilemma"and "power impaired",the general model is transformed into the influence path mechanism of "psychological empowerment → role identification → prospective behavior" on the prospective behavior of village cadres, and Based on the theory of authorization theory, role identification theory, and planned behavior theory, the rationality of the influence mechanism was explained, and the theoretical research model on the prospective behavior of village cadres was determined, and four research hypotheses were put forward, namely,“village cadres” Psychological empowerment has a direct positive impact on their prospective behaviors" "Village cadre role identification has a direct positive impact on their prospective behaviors""Village cadre psychological empowerment has a direct positive impact on role identification" "Village cadre role identification is in psychological There is an intermediary role in the relationship between empowerment and prospective behavior".Based on the questionnaire data of 244 village cadres in 51 villages,7towns in D city, using SPSS,descriptive analysis and reliability and validity analysis were carried out,and structural equation model analysis was carried out using AMOS software, and four studies were finally verified Assuming, four research conclusions are drawn.Specifically, first, the level of psychological empowerment, role recognition, and prospective behavior of village cadres needs to be improved. The descriptive analysis found that the scores of "independence","influence" and "role emotion" of village cadres were low,the levels of psychological empowerment and role recognition were low,and the level of prospective behavior was not up to the ideal level.Second, the psychological authorization and role identification of village cadres are important psychological mechanisms that trigger prospective behaviors of village cadres.Specifically, the psychological empowerment and role identification of village cadres have a significant positive effect on prospective behavior, and the role identification of psychological empowerment of village cadres, role identification acts as an intermediary role in the relationship between psychological empowerment and prospective behavior.Third,in rural governance, the involvement of "administrative power" should be grasped well.On the one hand,"administration to the countryside" brings more governance resources to village governance and promotes rural governance. But on the other hand,"administration to the countryside" has squeezed out the original autonomous space of rural governance, reduced the village cadres’ sense of control over the work of village governance, and reduced the initiative of the village cadres to act actively.Between the two trade-offs,in order to achieve good rural governance, the "administrative power" should be properly controlled in the village governance. Finally, based on the research conclusions, from the perspective of village cadres’ psychological empowerment and role identification, suggestions are put forward to promote village cadres to make prospective behaviors.
