The rapid gathering of population in large cities has led to crowding effects in public services in the short term,and the configuration of public service facilities cannot match the needs brought about by population aggregation.How to improve the matching and effectiveness of public service facility allocation in population gathering cities has become an important issue of concern for many rapidly gathering cities.Medical and health facilities are one of the main public service facilities.In the process of rapid population agglomeration,how does the matching of medical and health service facility configuration change,the reasons that affect the matching of facility configuration,and how to improve the matching of facility configuration have attracted attention from all walks of life.Research on this issue has strong practical and theoretical significance.Based on the theory of supply and demand balance of public goods and the hierarchy of demand theory,a framework for analyzing the supply and demand balance of medical and health facilities is constructed.Starting from the perspective of population agglomeration,this study selects Hangzhou,a city with rapid population agglomeration,as the research object for case analysis.By using statistical yearbooks,census data,and other population and healthcare facility related data,this study aims to analyze the impact of population agglomeration in Hangzhou from 2010 to 2020 on the matching of healthcare facility allocation,and grasp the characteristics of long-term changes in facility allocation matching.The study combines relevant configuration standards at the national,provincial,and municipal levels to compare and analyze the overall configuration of medical and health facilities in Hangzhou,as well as the characteristics of the configuration of medical and health facilities between regions within the city.From the comparison between vertical time and horizontal regions,the study aims to grasp the matching changes in the configuration of medical and health facilities in Hangzhou during the past two population censuses.Based on the above analysis,the study found that there is a supply-demand imbalance between the total quantity and structure in the matching of medical and health facilities configuration in Hangzhou.The reasons that affect the matching of medical and health facilities configuration in Hangzhou are insufficient flexibility in the configuration mode,the historical continuity of spatial layout,and the limited level of government finance.In response to the problem and reasons of insufficient matching,the study combines theoretical models to propose strategies for improving the matching of medical and health facilities configuration in Hangzhou in the future from the supply side,demand side,and guarantee side.One is to scientifically plan the layout and optimize the facility configuration mode;Secondly,it is necessary to accurately grasp the requirements and strengthen dynamic balanced configuration;The third is to increase financial investment and improve social medical policies.
