Study On The Optimization Path Of Smoking Control Policies Implementation In Public Venue In Shanghai

The management of public venue includes the management of public security,public health,and public order.It is a comprehensive systematic project.Smoking control in public venue belongs to the category of public health management.The harm of smoking has been recognized as one of the most serious public health problems internationally.Therefore,the implementation and optimization of smoking control policies in public venue is an important part of public management.Since the 1960 s,the Chinese government has strictly implemented various smoking control policies in public places,and has achieved certain results.Under the effective promotion of my country’s anti-smoking and tobacco control propaganda,the understanding of the public to harm of smoking has been deepened,the smoking rate in my country has continued to decline,and the number of smokers has continued to decline.However,according to the smoking rate data released by the Chinese Center for Disease Control and Prevention,there is still a large gap compared with the action targets in my country’s action plan.In addition,with the rise of new tobacco products such as e-cigarettes containing nicotine or tobacco extracts,e-cigarettes have become a new dependence for smokers,and even become a trendy product pursued by non-smokers and teenagers.The use of e-cigarettes in public venue will especially affect the cognition of young people and may greatly increase the number of smokers.As a city with relatively developed local legislation,Shanghai implemented the smoking control policy in public venue in 2009.In 2017,the amendment came into use.Although in recent years,However,in recent years,the implementation of the smoking control policy in public places in Shanghai has achieved corresponding results.For example,the adult smoking rate continues to decrease,the focus is on dealing with the increased exposure of second-hand smoke in public places,encouraging the public to participate in smoking complaints,and the new tobacco products e-cigarettes are listed as the control target.However,there are still unclear public areas for smoking ban,multi-department enforcement of smoking ban is difficult,the fine for illegal smoking is low and smoking new tobacco behavior is common.In combination with Smith’s policy implementation process model,the reasons are as follows: big fuzziness of the policy itself,different attitude orientation of the policy target,weak law enforcement agencies,poor environment for policy implementation and so on.Extracting the research related to the tobacco control policy in public places from the existing literature with the literature research method,and comparing and analyzing the implementation experience of relevant policies at home and abroad,I put forward the optimization suggestions.Aiming to provide reference for the implementation of smoking control policies in public venues in Shanghai.Divided into five aspects of clarity and operability of tobacco control policy in public places,firstly implementation ability and quality of the subject of tobacco control policy,secondly recognition and internal and external recognition of all tobacco control targets,thirdly emphasis on the creation of social environment for tobacco control and lastly new tobacco control,this paper puts forward the optimization measures of tobacco control policy in public places of Shanghai.
