| COVID-19 is the biggest public health emergency in recent years.The epidemic situation has achieved positive prevention and control effects.But the coverage and reimbursement of basic medical insurance,the bottom line policy of national finance and local finance have also affected the financial burden and the safety of basic medical insurance funds to some extent.As one of the ways to solve the problem of paying for medical expenses,commercial health insurance can play an active role in compensating medical expenses and providing diversified health management services,reduce the likelihood of people’s illness and economic losses,and reduce the financial burden and pressure of basic medical insurance funds.The severity of public health emergencies has also improved the perception of health risks in the whole society to a certain extent,affecting residents’ health insurance participation behavior.However,there is still room for the development of commercial health insurance in China.Looking from the vertical development angle,there is a lot of space to increase the revenue of the commercial healthcare insurance.In terms of horizontal development,there is still a lot of room to expand the ratio of business medical insurance to individual insurance in United States.In terms of developing quality,the commercial health insurance industry is in a state of confusion,which requires continuous improvement of the whole quality.Therefore,this study analyzes the impact of the public health emergencies,so as to give some advice for constructing a higher quality commercial health insurance service industry.Methods: Firstly,this study gives a brief introduction to the theory of Maslow’s hierarchy of needs,information asymmetry,prospect and spatial spillover.Secondly,the fixed effect model is introduced into non-spatial regression and heterogeneity regression,and the fixed effect model is divided into present period,lag period and lag period.Thirdly,this study analyses the influence of public health events on commercial health insurance by using the static and dynamic spatial Durbin model.Results: First,from the non-spatial perspective,the prevalence of public health emergencies could increase the public demand for commercial health insurance,but it has a hysteresis effect.What`s more,in the analysis of heterogeneity,three conclusions are drawn as follows:(1)When the public has a higher awareness of health risks,they will actively transfer health risks when facing public health emergencies;(2)In areas with low coverage of basic medical insurance,public health emergencies have a significant impact on the demand for health insurance of the population,and commercial health insurance plays a key complementary role;and(3)Under the circumstance that the medical security provided by the government is sufficient,the loss compensation function and diversified health needs of commercial health insurance can still be realized.Secondly,in the context of the analysis of the spatial model,there are six conclusions as follows:(1)The commercial health insurance in one province has a remarkable effect on the growth of the surrounding province.(2)Public health emergencies in one province have a significant role in promoting the demand for commercial health insurance in the region.(3)Public health emergencies in surrounding areas have a positive spatial spillover effect on the demand for commercial health insurance in the region,but the spatial spillover correlation is weak.(4)The direct and indirect effects of shortterm and long-term public health emergencies on commercial health insurance are significant.(5)There is no space agglomeration for commercial health insurance in terms of economic distance.(6)The demand of commercial health insurance has a spatial spillover effect on the adjacent distance.However,compared with the results of ’adjacency matrix’,the spatial spillover is stronger in ‘Geographic distance matrix’.Suggestions: First,at the policy level,we should actively promote health insurance,strengthen the supervision of health insurance business market,share regional health-related development data,and improve support for the development of commercial health insurance.Second,at the insurance company level,establish and improve the emergency risk response mechanism,accelerate the construction of’insurance & technology’,and improve product innovation capabilities.Third,at the consumer level,cultivate correct insurance awareness,rationally purchase insurance products,and pay attention to preventive health care and physical health.Through the joint efforts of the government,insurance companies and consumers,the complementary role of commercial health insurance can be effectively played to build a high-quality and multi-level medical security system.Contributions: First,to enrich the empirical perspective of relevant research,introduce fixed effect model and spatial econometric model,analyze the time effect of public health emergencies on commercial health insurance demand,short-term and long-term direct effects in space,indirect effects of spatial spillover and total effects,and enrich the empirical perspective of spatial spillover level.Second,to enrich the existing research conclusions,this study finds that there is a spatial aggregation effect in the development of commercial health insurance.In geographical distance and neighboring provinces,public health emergencies have a positive spatial spillover effect on commercial health insurance demand.Although this effect is weak,it also provides empirical results for the spatial analysis of commercial health insurance demand. |
