The importance of medical and health services for the development of a country or region cannot be overstated.However,for a long time,the low level of medical and health services has made it difficult to fully meet the needs of the public,and the overall goal of the new medical reform launched in 2009 has not been fully achieved as scheduled,and the problem of difficult and expensive access to medical care has not been fundamentally improved,and the development of the medical and health service system has become increasingly bottlenecked.In this context,the importance of launching a comprehensive medical reform pilot,not only to try to solve the current public and social calls for attention to the difficult and expensive problem of medical care,but also to further optimize the top-level design of medical care,medicine and health insurance "three medical linkage",is self-evident.As a result of public governance,the health care service system is crucial to the construction of a service-oriented government,and adhering to the concept of "whether the service is good or not,the public will decide",the level of public satisfaction with the health care service reflects to a certain extent the effectiveness of the comprehensive health care reform pilot.Both theoretical literature and empirical facts show that the factors affecting public satisfaction with health care services are complicated,and there is no definite correlation between the pilot comprehensive health care reform and public satisfaction with health care services.In addition,only a few papers have mentioned that public health service satisfaction should be included in the evaluation index system of comprehensive health care reform pilot,and few papers have explored the ways to shape public health service satisfaction,lacking a systematic review.Therefore,based on the existing theoretical literature and empirical facts,this study investigates the impact of comprehensive health care reform pilots on public satisfaction with health care services from the perspective of empirical analysis,focusing on the question of "Does comprehensive health care reform pilots have an impact on public satisfaction with health care services?" The study focuses on "How does the pilot comprehensive health care reform affect public satisfaction with health care services?" Two research questions,based on customer satisfaction theory and social trust theory,using data from the 2014 and 2018 China Household Tracking Survey and data on macroeconomic characteristics of each province,using the double difference method,the above research questions were explored in depth and possible heterogeneity was further analyzed.Ultimately,this paper draws the following conclusions:(1)The comprehensive health care reform pilot can significantly improve public satisfaction with health care services.(2)Comprehensive health care reform pilot projects can improve public satisfaction with health care services by increasing the supply of health care services and enhancing social trust.(3)Other things being equal,the effect of comprehensive medical reform on public satisfaction with medical and health services has urban-rural heterogeneity,heterogeneity of medical institution levels,and health heterogeneity.Therefore,paying attention to the effect of the pilot comprehensive medical reform on public satisfaction with medical and health services is an important way to optimize the medical and health service system and promote the experience of the pilot comprehensive medical reform to the whole country.Based on this,this paper puts forward the following policy recommendations:(1)deepen reform efforts based on the pilot network;(2)introduce third-party assessment focusing on public satisfaction;(3)guide public expectations with expectation management as the core;and(4)enhance government credibility with trust as the pivot.
