Research On Current Situation And Evaluation Index System Of Clinical Medical Engineering Discipline Construction In Anhui Public Hospital

ObjectiveUnder the dilemma of hospital development mode transformation and its own development,strengthening discipline construction is an important measure for clinical medical engineering to adapt to the change of environment and improve the comprehensive strength.This study aims to master the current situation of clinical medical engineering discipline construction in public hospitals as a whole,analyze the problems and weaknesses of clinical medical engineering discipline construction,study the evaluation index system of clinical medical engineering discipline construction,explore the key factors affecting the construction of clinical medical engineering discipline construction,and scientifically establish a set of evaluation index system of clinical medical engineering discipline construction.Then,based on the current situation and system elements,the optimization strategy for the construction of clinical medical engineering discipline in public hospitals was put forward to provide ideas for the evaluation tools and construction programs of clinical medical engineering discipline in public hospitals,with a view to contributing to the construction of clinical medical engineering discipline.MethodThis study sorted out the development history and research achievements of clinical medical engineering at home and abroad through literature analysis,and systematically summarized related core concepts and theories of clinical medical engineering discipline construction.Based on the system theory and hospital discipline construction criteria,the questionnaire was designed and carried out to understand the management,service,scientific research and teaching of clinical medical engineering discipline construction in Anhui province,so as to provide data support for the improvement strategy of clinical medical engineering discipline construction.The preliminary framework of evaluation index system of clinical medical engineering discipline construction in public hospitals was drawn up based on the current key points and literature and books.Delphi method and analytic hierarchy process were used to establish evaluation index system of clinical medical engineering discipline construction in public hospitals and determine the weight of each index in the system,which provided element support for the improvement strategy of clinical medical engineering discipline construction.Result(1)The current situation of this study in the past three years shows that: among the75 public hospitals,48 were tertiary hospitals and 27 were secondary hospitals;In the department management,31 departments(41.3%)were named as equipment departments,47(62.7%)were positioned as administrative departments,42(56%)had management systems,and the average number of department personnel was 10.44±7.73;In terms of service,the application acceptance,storage and maintenance of equipment accounted for more than 90%,and the application acceptance and storage and maintenance of consumables accounted for more than 69%.There were 52 medical engineering projects managed or outsourced(69.3%),and 13 full-time clinical engineers(22.7%);In the teaching work,there are 6 teaching and research departments(8%),4 tutors(5.3%),63 teachers(84%)did not participate in the compilation,53teachers(70.7%)did not participate in further study;In terms of scientific research,there are 31 discipline leaders(41.3%),12 research projects(16%),36 without published papers(48%),58 without core papers(77.3%),70 without national/provincial science and technology research awards(93.3%),64 without national/provincial patents(85.3%).(2)This study finally formed an evaluation index system for the construction of clinical medical engineering disciplines in public hospitals,including 5 first-level indicators,16 second-level indicators and 59 third-level indicators.The recovery rates of expert consultation in the two rounds of this study were 100%,the overall expert authority coefficient was greater than 0.7,the coordination coefficient was 0.225 and0.251,and the differences were statistically significant(p<0.05),the index system of overall Cronbach α coefficient is 0.943,the index system at all levels of CR judgement matrix values are less than 0.10.Conclusion(1)There are some problems in the construction of clinical medical engineering in Anhui Province,such as department naming,function positioning and informatization degree,age,educational background and professional title structure configuration,quality control and risk and safety management,professional teaching and innovation ability,scientific research achievements and academic influence.(2)The consulting experts in this study are highly motivated and authoritative,and the experts have good consistency.The evaluation index system for the construction of clinical medical engineering discipline established has certain scientific reliability,good internal consistency,reasonable index weight distribution,and strong practicability.(3)Based on the current situation and index elements,this study puts forward optimization strategies for the construction of clinical medical engineering disciplines in public hospitals.Taking management,talent,service and science and education as the entry point,it proposes to standardize department management,strengthen basic support,focus on talent training,build discipline team,transform service mode,enhance professional skills and teaching strength,and help scientific research and innovation.
