| Public hospitals play a core role in China’s medical service system.However,there are some public medical institutions such as excessive medical behavior and unreasonable drug use due to the lack of scientific performance evaluation index system.A performance evaluation index system that can cater to the development of hospitals and the health needs of the masses should not only consider the economic-related indicators,but also take into account the whole process of internal management.Therefore,it is particularly important to establish a performance evaluation index system that evaluates and measures hospitals at different levels.As a modern scientific performance management tool,the balanced scorecard makes the performance evaluation index system of the organization more effective and targeted.Taking X Hospital in northern Guangzhou as an example,this paper analyzes the current situation and main problems of the performance evaluation index system of X Hospital in northern Guangzhou based on the general situation of the hospital by reading and studying relevant literature and questionnaires at home and abroad.At the same time,combined with the existing basic data and development planning of the hospital,a set of optimization system of hospital performance evaluation indicators based on the balanced scorecard is formed.The new performance evaluation index system optimization system will be re-divided into the following four aspects of comprehensive assessment,namely,financial dimension,learning and growth,internal process,and patient dimension.In addition,on the basis of the questionnaire,fully combining the characteristics of the X Hospital in northern Guangzhou city,the index weight of the four dimensions in the balanced scorecard was analyzed and calculated through the hierarchical analysis method(AHP),so as to obtain the corresponding weight of each index.AHP level analysis is combined with quantitative analysis to obtain the accounting weight of each level index,and substitute relevant historical data as the effect basis for testing the optimized performance evaluation index system.It is concluded that the new performance evaluation index system has improved the past performance evaluation index system to enlarge the economic indicators,ignored the patient experience,and did not timely adjust the performance indicators.It can be seen that the optimized performance evaluation index system is reasonable and effective.Finally,combined with the application effect of the optimized performance evaluation index system,the safeguard measures for the implementation of the new performance evaluation index system are put forward from the four aspects of system,thought,personnel and communication.To confirm the operability of BSC as a performance management tool to optimize the performance evaluation index system of X Hospital in northern Guangzhou city. |
