Eliminating poverty,improving people’s livelihood and achieving common prosperity are the long-term goals pursued by human society,and it is the unshirkable mission and responsibility given to our Party and government.2020,against the background of comprehensive victory in poverty eradication,the focus and difficulties of poverty management in China have shifted to relative poverty.Especially in rural areas,the problem of relative poverty is more prominent and the causes are more complicated,but the most important one is still the problem of "poverty caused by illness and return to poverty due to illness".As a social welfare insurance system,basic medical insurance for urban and rural residents is an important measure to relieve farmers’ medical burden and improve their health,as well as an important means to alleviate the risk of "poverty due to illness and return to poverty due to illness".Therefore,investigating the effect of urban and rural residents’ basic medical insurance on alleviating relative poverty in rural areas is conducive to further improving medical insurance policies in rural areas,thus accelerating the process of managing relative poverty in China and gradually realizing the great goal of common prosperity.Based on relevant theories such as Marx’s anti-poverty theory,feasible ability theory and health needs theory,this paper explores the impact status of urban and rural residents’ basic medical insurance on relative poverty in rural areas through an empirical study with the help of four periods of data from CFPS database from 20122018.It was finally found that joining urban and rural residents’ basic medical insurance could reduce the incidence of relative po verty among rural residents,and rural residents who joined urban and rural residents’ basic medical insurance would still reduce the probability of falling into relative poverty after the introduction of the health path;the regression analysis results of the compensation mechanism showed that after the introduction of whether catastrophic medical expenditures occurred,the insured group would still reduce the probability of falling into relative poverty,but it was not significant.On the whole,urban and rural residents’ basic medical insurance can improve rural residents’ medical behavior and medical service utilization,but it does not have a significant effect on the probability of incurring catastrophic medical expenses.Based on the findings of the above empirical analysis,this paper puts forward the problems existing in alleviating relative poverty of basic medical insurance for urban and rural residents,which are mainly manifested in the aspects of accuracy to be improved,insufficient effective connection of the system,and low reimbursement ratio of medical treatment for rural residents.In view of the corresponding problems,in order to improve the effect of basic medical insurance for urban and rural residents in alleviating relative poverty,reasonable policy suggestions are put forward from the perspectives of equal emphasis on treatment and prevention,improving the precision of poverty alleviation through medical insurance,perfecting the system connection,and focusing on the vulnerable groups. |
