Since the 19 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core,has attached great importance to issues concerning people’s health.It has explicitly put forward the "Healthy China Strategy." Basic medical insurance in our country,especially the "Urban and Rural Resident Medical Insurance," has been deepening reforms to address the challenges of difficulty and high costs in seeking medical treatment.It aims to provide residents with a certain level of medical service security,reduce their medical burden,and ultimately improve their health,alleviating the phenomenon of "poverty due to illness" and preventing a return to poverty due to illness.Whether "Urban and Rural Resident Medical Insurance" can play a role in improving residents’ health,reducing health-related poverty,mitigating the cycle of "falling into poverty due to illness and returning to poverty due to illness," and alleviating income poverty has become a focal point of government and societal concern.Firstly,based on poverty-related theories and theories of health insurance in poverty reduction,it explores the impact and mechanisms of "Urban and Rural Resident Medical Insurance" on household poverty.Then,it not only examines the effects of participating in "Urban and Rural Resident Medical Insurance" on poverty reduction,poverty alleviation,and the prevention of "returning to poverty due to illness," but also analyzes whether the role of the medical insurance system in alleviating poverty varies significantly due to age,health status,and disease conditions.Furthermore,it investigates the effect of improving the coverage level of medical insurance on poverty alleviation and,based on this,proposes policy recommendations to serve as a reference for further improving the basic medical insurance system,especially the "Urban and Rural Resident Medical Insurance" system.Finally,it puts forward specific and feasible policy recommendations on how to further leverage the poverty reduction effectiveness of "Urban and Rural Resident Medical Insurance" and enhance its efficiency in poverty reduction.This research has achieved innovation in the following aspects: First,expansion of theoretical application.This research effectively expands the application of poverty-related theories and health insurance poverty reduction in emerging market countries.Second,innovative research perspective.This study provides an in-depth analysis of the poverty reduction effects generated by "urban-rural resident health insurance" and introduces innovation into the research content.Third,richness of research literature.This paper enriches and enhances the relevant research literature on health insurance poverty reduction.Fourth,distinctive research methods.This study has constructed a comprehensive evaluation system consisting of six dimensions: income,education,health,social security,living standards,and assets.It utilized principal component analysis to assign values to each indicator.In the indicator system,asset-related indicators were added to the existing literature.In terms of weighting methods,this research breaks away from the predominantly equal weighting methods in existing studies.Building upon this,it utilizes the principal component analysis method to assign weights to each indicator,further promoting the expansion and extension of multidimensional poverty theory research.Fifth,enhanced policy recommendations.This,in turn,offers valuable insights for future healthcare insurance reforms in China.Based on the analysis above,this article proposes policy recommendations:(1)On the supply side of "urban and rural residents’ medical insurance",increase investment in urban and rural medical resources,reduce the actual cost of medical payments for impoverished families,and enhance the precision of the urban and rural medical insurance system.(2)On the demand side of "urban and rural residents’ medical insurance",ensure the quality and efficiency of family labor,establish a dynamic mechanism to identify vulnerable groups,and make medical insurance policies a long-term mechanism for addressing relative poverty.
