| Public health is a public undertaking that is related to the health of the people of a country or a region.Different from medical and health care,public health,a social welfare undertaking,is led by our government,which relies on long-term financial investment,serves all the people,and the fruits are shared by all.During the Republican era,Lanzhou City’s geographical location,located in the northwest of the country,contributed to less attention on health work,results of which are lagging of public health undertakings and effect on public health and construction of the city.The foundation of New China witnessed the restoration and development of public health in Gansu Province and so did Lanzhou.Ways as establishment of health management agencies,the formulation of health management methods and the adoption of health propaganda,were beneficial to consolidated and organizational leadership and at the same time,they provided institutional safeguards for the construction and development of public health.During the First Five-Year Plan,Lanzhou,as one of the first key cities in the country,received support from all over the country.It ushered in a golden period of development and construction and achieved significant progress in the construction of public health undertakings.The progress of public health in Lanzhou is closely linked to the improvement of its construction and management.Urban construction has provided financial support for the development of public health,while urban management has improved the quality of development.The construction of urban public health facilities serves to facilitate daily lives of residents and formation of good hygiene habits;urban public medical and health services,offer strong support to the construction of urban industries when eliminating diseases and improving the health of residents,and further liberate and develop productivity;urban health and environmental management combined with the patriotic health campaign has significantly improved the urban environmental conditions in Lanzhou and the quality of hygiene of its residents.The progress of public health has also given a strong impetus to further development of Lanzhou’s urban construction and urban management.The industrial construction of Lanzhou city is an inner driving force for the development of its public health.Therefore,the construction of public health facilities has progressed significantly and the health team has continued to develop and grow;the gradual establishment of the urban health management and service system has promoted the high-quality development of health services;patriotic health campaign has continued to be promoted and the masses are fully mobilized to participate in health work,which bring the city a new look.Lanzhou’s continuous progress in public health lies in the implementation of the national health work principles of "facing the workers,peasants and soldiers,prevention being the main focus,uniting Chinese and Western medicine,and combining health work with mass movements".The direction of public health development is clear,and the fruits of it benefit all.While we are concerned about the development and progress of public health in Lanzhou,we should also be aware of the problems that exist in the health work,such as the haste to achieve results and the level of management lagging behind development.On the basis of the summary of the development,lessons should be learnt to provide historical reference for the construction of public health in Lanzhou City. |
