Village doctors were originally called "barefoot doctors".They are a grass-roots team that provides basic medical services for rural people.It solves the care of rural doctors and makes them rooted in the countryside to work with peace of mind.public health needs.In recent years,rural doctors’ pension policies in various provinces across the country have been successively introduced,but many problems have arisen in the process of policy implementation,including some policy regulations are rough and general,which are inconvenient to operate,rural doctors’ participation in the policy recognition is low,and policy implementation departments are not well connected.Difficulty in communication,the timeliness and accuracy of policy information transmission is poor,rural doctors are dissatisfied with the policy implementation process and no feedback on the effect,etc.These problems seriously affect the actual implementation effect of the policy.In order to continue to play the role of rural doctors in basic rural medical care,it is necessary to solve the worries of rural doctors.Therefore,these problems must be paid attention to,and efforts must be concentrated to solve them properly.Based on the social role theory and social comparison theory,this study starts from four aspects: the main body of policy implementation,the benefit of the policy,the policy resources required for policy implementation,and the supervision of policy implementation.The status quo and why the above problems occur in the implementation are analyzed in depth.This paper clarifies the reasons for the problems in the implementation of the rural doctors’ pension policy,mainly in five aspects: the policy formulation process is rushed and the research is insufficient and the system is poor;the publicity and explanation of the pension policy for rural doctors is lagging behind;Relevant departments of Zhongxiang medical care and elderly care have insufficient personnel in charge and the relevant supervision and feedback accountability mechanism for policy implementation is not perfect.Based on the analysis of the causes of these problems,this study puts forward the optimization thinking of the implementation of the rural doctor pension policy in Shandong Province,and proposes to learn from the beneficial experience of the implementation of the rural doctor pension policy in other provinces to improve the rigor and systematization of the rural doctor pension policy.The publicity of the pension system for rural doctors should be made clear,the division of powers and responsibilities should be clarified,effective communication between government departments should be strengthened,special personnel in charge of pension management of rural doctors should be allocated,and the supervision mechanism of policy implementation should be improved to build a supervision and feedback system.The effective implementation of the pension policy for rural doctors is conducive to providing a more solid guarantee for rural doctors in their later years,and is conducive to optimizing the construction of rural doctors.This is of great significance for protecting the health rights and interests of rural residents and promoting the construction of a healthy China.
