In the medical service system of our country,the public hospital is in the main position.In addition to medical work,procurement is the most important part of hospital work,and its good operation is self-evident for the smooth development of hospital work.However,there are many kinds of procurement business,covering all departments,which will face various risks in specific business.Therefore,the risk management of procurement business is imperative.At the same time,with the deepening of medical reform,the relevant policy documents continue to improve.For example,in the aspect of medical reform,the general office of the State Council issued the guiding opinions on the establishment of modern hospital management system in July 2017;in the aspect of internal control,the Ministry of Finance issued the internal control report management system of administrative institutions(for Trial Implementation)in 2017;in the aspect of procurement,the Ministry of Finance issued the measures for the administration of bidding for government procurement of goods and services,as well as the volume procurement "4 + 7" pilot procurement scheme,etc.These policy documents provide the basic framework and guidance for the hospital's procurement risk management.However,at present,the specific implementation of risk management of hospital procurement business is still insufficient,and the existing discussion is mainly from the medical perspective,less focus on internal control to carry out targeted analysis.Therefore,based on the theory of risk management in the framework of internal control,combined with the relevant practical work of Shanghai LY hospital in business level procurement,this paper deeply analyzes the optimization of public hospital procurement risk management system.The basic framework of the paper is divided into the following parts: the first part analyzes the research background and significance of the optimization of hospital procurement risk management;the second part combs and reviews the relevant theoretical basis and literature;the third part is the analysis of public hospital procurement business and its risk management,mainly elaborates the procurement methods,processes and methods,and lists the procurement business The fourth part summarizes the status quo of public hospital procurement and case hospital procurement risk management in Shanghai;the fifth part calculates risk indicators according to risk management process and survey results,puts forward countermeasures against risk factors;the last part puts forward conclusions and prospects.In the process of discussion,based on the regional advantages of Shanghai and the pilot medical procurement work,this paper analyzes the current situation and characteristics of LY hospital procurement risk management.Then,according to the results of the investigation and using the analytic hierarchy process,the purchasing business of LY hospital is set up as the first level indicators,and 6 second level indicators and 27 third level indicators are designed accordingly to build a new purchasing risk management system.The new risk management system from the political,economic,management,procurement process,technology and regional to specific analysis and research.This paper expounds the way,process and management of procurement,so as to complete the whole coverage of hospital procurement process,and then provide support for the completion of hospital procurement.Through the research of this paper,on the one hand,to improve the current academic research on the two major themes of hospital procurement business and risk management is more,and combined with the current situation of less research,enrich the relevant theoretical system of public hospital procurement business risk management in China.On the other hand,it is helpful to improve the existing risk management system of the case hospital in terms of procurement business,improve the problems existing in its internal control operation,and reasonably ensure the effective development of the overall business of the hospital.
