| Since 2016,according to the requirements of the State Council,relevant departments of the state have successively issued policy documents on deepening reform of state-owned enterprise hospitals,clarifying the reform time,reform path and specific work requirements.After the reform of state-owned hospitals,the state will not give any subsidies to hospitals in any form,and the pressure of short-term operation of hospitals will increase.In 2017,B medical group initially completed the restructuring of xx’s hospitals,and set up a centralized mining center to coordinate the group’s material procurement.The centralized mining center has made use of the scale advantage,expanded the scope of centralized mining,gradually integrated the existing suppliers of the hospital,and achieved certain results in cost reduction and efficiency increase.However,the group faces many problems in centralized procurement,such as improper organization and management,poor cooperation in hospital centralized procurement,weak promotion of centralized procurement center,and the group’s centralized procurement efficiency needs to be improved.How to optimize the centralized purchasing strategy scientifically and effectively has become an urgent problem to be solved in B medical group.this paper,B medical group as the research object.First of all,through combing the relevant theories and literatures at home and abroad,on the basis of elaborating the relevant concepts,this paper focuses on the theory of value chain,supply chain,scale effect,coordination and other theories related to centralized procurement,which provides the theoretical basis for the current strategy analysis and Strategy Optimization Research of this paper;secondly,from the scope of centralized procurement,the organizational structure of centralized procurement This paper analyzes the current strategy of centralized purchase of B medical group in terms of business process and supplier selection,and reveals the existing problems and risks of centralized purchase in the center.In order to reveal the causes of the problems,this paper analyzes the deep-seated reasons that affect the centralized purchase of B medical group from the internal and external environmental factors such as national policy,government behavior,regional location,external suppliers,internal conflicts of interest subjects,group management and control mode,performance evaluation mode and centralized purchase informatization level.Finally,based on the idea and general principle of centralized purchase optimization,the paper focuses on the adjustment of centralized purchase The current centralized procurement strategy of B medical group has been optimized in the aspects of procurement organization structure,simplification of centralized procurement process,optimization of supplier selection method and establishment of shared shareholding platform.In order to ensure the implementation effect of the optimization strategy,the corresponding guarantee measures are put forward from the aspects of improving performance appraisal,strengthening personnel training and accelerating the construction of centralized mining information.This study will help B medical group to improve the efficiency of centralized procurement,and has a certain reference for other state-owned restructuring medical groups. |
