| With the wide use of modern means of transport and the trend of economic globalization,public health problems as one of the problems of globalization are emerging.As a cross-border issue,public health concerns not only the health of life,but also the development of the international community and economy.Therefore,the new model of global health governance aiming at solving global health challenges came into being.The complexity,variability and suddenness of global public health problems determine that it is not just a single country ’s strength to deal with,but the need for coordinated international cooperation under orderly leadership to resolve the crisis.With the development needs,the World Health Organization played an important role in global public health governance.As one of the most influential,largest and widest public health events in the 21 st century,COVID-2019,which emerged in late 2019,has a great impact on the development of the world economy.The World Health Organization has played its own role in following epidemic trends,leading and coordinating epidemic prevention efforts and issuing authoritative information in this campaign.However,it cannot be ignored that the World Health Organization also exposed many problems and shortcomings under this epidemic.The politicization and economization of global public health problems have weakened the authority and leadership of the World Health Organization.The inadequate epidemic prevention and control monitoring mechanisms and weak epidemic prevention capacity of the World Health Organization have led to low emergency response capacity and governance efficiency.The insufficient and backward rules of governance have limited the functioning of the World Health Organization.In view of the problems exposed during epidemic prevention,the World Health Organization needs to reform.One is to strengthen its public health governance function,improve leadership,coordination and communication ability and emergency response ability,avoid the interference of political factors in the formulation of the system.Second,increase the proportion of assessed contributions to improve the sustainability of financial income,centralize budget allocations to reduce internal conflicts and get rid of financial difficulties by improving financial models.The third is to exercise international legislative power and improve public health laws according to the situation and needs to fill the problem of weak enforcement of soft laws such as international documents. |
