In recent years,our state has vigorously promoted the innovative development of medical science and technology,promulgated relevant policies to guide the development direction,and continuously promoted profound development and high-quality development of medical and health science and technology.From the national prospective,this is the state’s demand to develop medical science and technology.It is reflected in the great attention the state pays for the whole people’s health under the background of healthy China,the importance that the state attaches to infectious epidemic under the influence of the corona virus epidemic.From the perspective of S province,S province has certain research characteristics in the view of the development of national medical science and technology,which is reflected in the representation in selection of medical institutions in S province.S province needs to overcome the significant and difficult problems of sanitary and healthy areas through the plan of medical science and technology development.Medical institutions in S province do more medical research to raise their educational quality and level.This study takes all medical institutions in S province as research objects,and summarizes the progress and deficiency of their scientific research development by collecting and analyzing their historical data and development from 2006 to 2020,to consider about the factors affecting the development of scientific research in medical institutions in order to put forward corresponding suggestions.The study is conducted mainly by literature and survey methods,and partially by interview and comparative methods.The design of questionnaire on scientific research development mainly focuses on three aspects of medical research: input,output and academic influence.It has collected the research data of all ordinary undergraduate universities and higher vocational colleges with medical institutions in the province.Some experts in the field of medicine research and management have been interviewed.The analysis and description of data are majorly made in two directions.One is to discuss respectively the scientific research development history of ordinary undergraduate universities with medical institutions and that of higher vocational colleges with medical institutions in S province.The other is to make difference analysis on medical research’s input,output and academic influence of undergraduate colleges and universities with medical institutions that are managed directly by the State Education Ministry or the province,exploring their index difference in depth,so as to better promote scientific research cooperation and resource share between the two kinds of undergraduate colleges or universities with medical institutions and enhance the comprehensive capabilities to develop medical research of medical institutions in S province.Through the overall analysis and comparison of the 15-year development process of medical institutions in S province,an overview of the vertical historical development is summarized.In medical research’s input,medical research teams are growing with a big improvement in comprehensive research quality;scientific and technological talent team’s quality is strengthened,the total number of scientific research talents in 2020 is about 3.1 times of that in 2006;scientific research platform construction is developed and the platform type is becoming more and more abundant,the total amount of all kinds of scientific research platforms in 2020 is 7 times of that in 2006;investment and replacement of scientific research equipment are becoming more and more frequent;construction of book resources is more rich;scientific research digital resources are developing rapidly;the number of scientific research projects are increasing obviously,and the project types are various.In medical research’s output,the numbers of scientific research awards grow greatly,but high-level awards are not enough;patent licensing is increasing,the sum of patents licensed in 2017 is 16.7 times of that in 2006;the number of papers continues to increase,and the quality of publication is obviously improved;there are more and more scientific and technological works published,but international publishing still needs to be strengthened;the number of post-graduate with certain scientific research ability are increasing;postdoctoral researchers are introduced,scientific research team’s capabilities become stronger;the number of scientific and technological achievements grows obviously,the number of scientific and technological achievements in 2020 is 10.5 times more than that in 2006,but the achievement transformation is still weak;promotion scope of research achievements needs to be expanded;cooperation among industry,study and research has been strengthened,but not sufficient.In medical research’s academic influence,the academic posts of scientific researchers inside or outside the province are increasing;academic exchange activities are held more frequently,the number of academic meeting in 2020 is 5.7times of that in 2006,but international exchanges still need to be expanded.By horizontal comparison analysis between medical institutions in undergraduate colleges and universities that are managed by the Education Ministry and those in undergraduate colleges and universities that are managed by province,it shows that their differences in scientific research capability and level are big,and medical institutions in the undergraduate colleges and universities managed by province are developing faster in recent years which can be seen in some aspects.With summary of scientific research development of medical institutions in S province in the nearly fifteen years,it’s found that the overall development is fairly smooth,the comprehensive development is quite rapid,and relative achievements are significant.Suggestions are put forward to promote scientific research level and innovative developing abilities in medical institutions in S province from the perspectives of the province and medical institutions.From the provincial perspective,it should make policies for the development of scientific research in medical institutions,promote innovation in medical scientific research;establish natural science funds to encourage medical exploration and research;formulate key research directions and specify key areas of medical scientific research;broaden the sources of funding,increase investment in medical science and technology;establish research achievement transformation institutions and improve the medical transformation system.From the perspective of medical institutions,they should strengthen the construction of medical disciplines,carry out research on the integration of disciplines;promote the development of scientific research platforms,establish medical innovation platforms;standardize the management of medical instruments,enrich the reserves of scientific research resources;strengthen construction of scientific research talent echelon and train medical innovation teams;promote medical teaching by scientific research and based on training scientific research talents;adhere to the combination of production,study and research,make more efforts on promoting medical achievements;strengthen medical academic exchanges,attach importance to scientific research cooperation and exchanges;improve the medical evaluation system,stimulate teachers to create vitality.Medical institutions in undergraduate colleges and universities managed by the Education Ministry and those in undergraduate colleges and universities managed by province should have cooperation and sharing to promote scientific research collaboration and comprehensive development.
