| Cultivated land is the most basic natural resource.Throughout history,people’s lives have been inseparable from cultivated land,and the development of the country and social progress are also closely related to cultivated land.Protecting the red line of no less than 1.8 billion acres of cultivated land is one of China’s basic national policies.Since the reform and opening up,China’s overall economy has developed rapidly and urbanization construction has been continuously promoted.In order to meet the increasing demand of people,land has been continuously occupied,and protecting arable land has become increasingly important,making work more difficult.The system of "occupying one to supplement one,and occupying the superior to supplement the superior" in arable land in China has achieved certain results since its implementation,but there are many situations of occupying the superior to supplement the deficiency during the implementation process,which is contrary to the original intention of the system,and high-quality land is gradually decreasing.Therefore,it is necessary to rectify the land,improve the quality of cultivated land,truly implement the "balance between occupation and compensation",effectively ensure the balance between the quantity and quality of occupation and compensation cultivated land,and steadily promote urbanization construction and national economic development.Firstly,this paper introduces the core concepts and theoretical basis of the policy of improving the quality of cultivated land,explores the background and development of policy formulation by consulting relevant literature,collects relevant materials by means of visits and surveys,and combines the evolution of the policy of improving the quality of cultivated land in Fusui County,Guangxi,from the transformation mode,transformation,new paddy field planting The villagers’ awareness of the policy and other aspects analyzed the implementation effect of Fusui County’s cultivated land quality improvement and transformation policy,and found out the problems in Fusui County’s implementation of cultivated land quality improvement and transformation,including the lack of planning of cultivated land quality improvement and transformation policy,the failure to pay attention to quality problems,the existence of bad social capital injection,the difficulty in implementing the later management and protection work,and the resistance of some farmers to the policy.Based on this,this article introduces the Smith policy implementation theory model,hoping to fully deconstruct the issue of policy implementation for improving the quality of cultivated land in Fusui County,Guangxi through a theoretical analysis framework.This article believes that the Smith model has a high degree of compatibility and applicability in this study.Through research,it has been found that there is still some room for improvement in the policy level,execution agency level,target group level,and environmental factors level of Fusui County regarding the improvement of farmland quality.Therefore,this article proposes an optimization strategy for the implementation of the policy of improving the quality of cultivated land in Fusui County.Firstly,further improve the policy of improving the quality of cultivated land,enhance the operability of the policy,and strengthen the gradual nature of the policy;The second is to improve the execution ability of the main body for improving the quality of farmland transformation,improve the quality of personnel in the executing agency,and strengthen the communication and coordination ability of the executing agency;The third is to guide and regulate the behavior of local farmers,enhance their awareness of participation,and enhance their ability and quality;The fourth is to create a good environment for the implementation of farmland improvement and transformation,ensuring the smooth implementation of the policy of farmland improvement and transformation in Fusui County. |
