Research On Practical Difficulties And Countermeasures Of Agricultural Supply Side Structural Reform In Wenshang County

At the end of 2015,General Secretary Xi Jinping stressed at the Central Economic Work Conference that while moderately expanding aggregate demand,efforts should be made to strengthen supply-side structural reform,improve the quality and efficiency of the supply system,and enhance the momentum of sustained economic growth,which is the first time that agricultural supply-side structural reform has been proposed.In 2017,the central government specially issued the No.1 document on the structural reform of the agricultural supply side,proposing to vigorously promote the structural reform of the agricultural supply side,solve the new problems in the development of the "three rural areas",improve the quality,efficiency and competitiveness of agriculture,and promote the sustained and rapid growth of farmers’ income.Wenshang County,as a major agricultural county in the country,has actively implemented the various deployments of the central agricultural supply-side reform in the past five years,and has made some achievements,but there are still many problems in the agricultural development of Wenshang County that have not yet been solved,and agricultural production is facing outstanding problems such as asymmetry between the supply of agricultural products and market demand,weak agricultural infrastructure construction,low agricultural production efficiency,and unreasonable agricultural ecological environment and resource utilization.In view of the problems existing in agricultural development,Wenshang County has taken many measures at the same time,guided by market needs,continuously optimized the supply structure of agricultural products,increased the effective supply of products,reduced low-end and ineffective supply,improved the quality and efficiency of the agricultural supply system,and deeply promoted the structural reform of the agricultural supply side of Wenshang County.It is imperative to promote the structural reform of the agricultural supply side.Based on the supply-making theory,the new supply-oriented economic theory and the new structural economics theory,combined with the SWOT method,this paper studies the practical dilemmas and countermeasures of the agricultural supply-side structural reform in Wenshang County.First,from the perspective of the basic conditions of agricultural development,Wenshang County is rich in natural resources,but due to the general basic conditions such as agricultural infrastructure,agricultural business entities,and agricultural science and technology level,it affects the quality and efficiency of agricultural development;Second,from the perspective of Wenshang County’s agricultural supply-side structural reform practice dilemma,the poor input capacity of farmers’ industries,weak production technology support capacity,low degree of agricultural production professionalism,and imbalance in agricultural labor structure,from the perspective of SWOT environmental analysis,Wenshang County’s poor infrastructure operation capacity,low cultural quality of production subjects,imperfect socialized service system,small reserves of professional talents,and weak agricultural capital guarantee are the main influencing factors of the practical difficulties of structural reform on the agricultural supply side;Third,from the perspective of measures and suggestions,Wenshang County should adjust its structure and expand high-quality and effective supply;Cultivate the main body and enhance the vitality of agricultural production;Improve resources and ensure the stable development of agriculture;Strengthen technology to improve agricultural production efficiency;Optimize capital and enhance financial support to promote the better and faster development of agriculture in Wenshang County.
