| The construction of water rights system is the core content of China’s current water resources management system reform and the basis for implementing the most stringent water resources management.In order to promote the efficient use of water resources,amplify the benefits of water resources,and better build a water-saving society,especially since 2010,all provinces,cities and counties have carried out relevant explorations on water rights and water price reforms in light of local actual conditions.Carrying out research on the effect evaluation of agricultural water rights reform has important theoretical and practical significance for understanding and grasping the progress of water rights and water price reform,further improving the relevant mechanisms for reform,and fully enhancing the spillover effect of reform.On the basis of combing and analyzing the literature review at home and abroad,based on the comprehensive evaluation model,CIPP model and FEM model,this paper focuses on the factors affecting the effectiveness of water rights and water price reform,focusing on the effectiveness of process level and result level.The satisfaction model and influence evaluation model of water rights and water price reform were established,and a theoretical tool was constructed for the scientific evaluation of the effectiveness of water rights and water price reform.On the basis of this,the specific analysis and evaluation of the effectiveness of water rights and water price reform were carried out in the area covered by the water rights reform of Manas County,and the corresponding policy recommendations were put forward based on the evaluation conclusions.The details are as follows:(1)The connotation of agricultural water rights reform and its theoretical framework for the effective use and protection of water resources.Research on the western water rights theory system such as river bank ownership,priority water rights,and proportional water rights.The paper compares and analyzes the concepts related to the definition,distribution and transaction of water rights,and sorts out the relevant policies and regulations on agricultural water rights reform.On the basis of the definition,the connotation of agricultural water rights reform is defined from the perspectives of water rights trading,water rights management and water rights administrative management.Combined with the implementation content and operational mechanism of agricultural water rights reform,the paper discusses its process and mechanism of water resources protection and rational utilization.The ultimate goal of agricultural water rights reform is to give full play to the decisive role of the market in resource allocation.Through the “construction of households” of water resources,the “big pot water” is broken,and the utilization and efficient allocation of water resources are realized.(2)The externality evaluation model of agricultural water rights reform.Based on the existing indicators of agricultural water rights reform performance appraisal,using the comprehensive evaluation model and CIPP model,according to relevant theories and methods,try to build satisfaction and influence around the agricultural water rights reform,and build 7 first-level indicators.And 14 indicators of agricultural water rights reform evaluation index system.And to evaluate the satisfaction and influence of the water rights reform in Manas County.(3)Performance evaluation model of agricultural water rights reform.Using the fixed-effects regression model,the quantitative relationship model between the water consumption per unit of GDP and the average water consumption per farm irrigation was used as the explanatory variable,and the effective utilization coefficient of farmland irrigation water was the explanatory variable,and the agricultural water rights reform was Policy variables are introduced in the form of dummy variables,and the actual effects of agricultural water rights reform are characterized by the elasticity of explanatory variables.(4)Through the above analysis,the paper analyzes the problems existing in the operation mechanism,pricing mechanism,market construction,supporting system and social propaganda of agricultural water rights reform.On this basis,the paper puts forward some suggestions for accelerating the information construction of water resources management trading,expanding the function of water rights trading center,perfecting the water rights distribution mode,perfecting the water rights trading supervision system,and strengthening publicity and education. |
