In order to improve the efficiency of land consolidation and construction of high standard farmland and achieve the overall goal of high standard farmland construction,the state land consolidation policy and the state policy of arable land protection are implemented.In this paper,Junshan plain area of Yueyang city and hilly area of Yueyang county are selected as high standard farmland construction research areas,and the engineering layout,engineering measures,influencing factors and benefit analysis are analyzed.The impacts of land leveling,irrigation and drainage projects and field roads on high standard farmland construction in different terrain areas were discussed.The main results of this paper are as follows:(1)During construction of high standard farmlands,the guarantee rate of irrigation design should reach 90% and the irrigation water utilization coefficient should be raised to0.75.Influencing factors of different landscape areas are different.Plain areas use port irrigation and drainage,ditches and canals layout,hilly areas use hilly ponds as irrigation source,self-flow irrigation and drainage.(2)Different landscape areas should focus on different influencing factors,construct according to local conditions,In plain areas,road engineering and land leveling should be strengthened to build wider field roads with a width of more than 3 meters.In hilly areas,soil and water conservation engineering measures should be combined to build land leveling projects.The lining of the canal system is thicker,and the anti erosion treatment is well done.The design of field road is in accordance with the situation.The road surface is narrow and 2.5 meters wide.Considering the large slope,5% of the road surface is prevented from scouring by catchment.At the same time,ecological pools and biological corridors should be set up to improve the ecological environment and promote the sustainable use of land resources.(3)The main factors affecting the construction of high standard farmland in plain area are road engineering and land leveling engineering.The density of production roads,proportion of hardened field roads,effective soil thickness index and irrigation guarantee rate are the main control technical indicators for the construction of high standard farmland in plain area.While the land leveling project in hilly area is the main influencing factor,among which the tillage layer thickness index,effective soil layer thickness index,field road width index and topographic slope index are the main control technical indexes of high standard farmland construction in Hilly area.Compared with plain area,the topographic slope and effective soil thickness are the most important factors in land leveling project in hilly area.In irrigation and drainage engineering,ensuring good water source and building good channel facilities are important factors to ensure the construction of high-standard farmlands,while irrigation channels in hilly area are important factors to consider.(4)After the construction of high standard farmland in plain and hilly areas,the conditions of agricultural production have been improved,the quality of cultivated land has been improved,and a strong demonstration and promotion role has been played.The optimization of crop planting structure in ecological benefits is conducive to soil and water conservation,the utilization rate of land resources has been improved,and the development of ecological agriculture has been promoted.
