Study On Performance Evaluation Of High-standard Farmland Construction Project In Hilly And Mountainous Areas

Cultivated land is a very precious resource in our country.Since the 18 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has always been taking solving food security issues as a very important task.Implementing the strategy of "storing grain in land and storing grain in technology" and carrying out the construction of high-standard farmland are important means and measures to stick to the red line of cultivated land and ensure and improve the grain production capacity.In 2018,the reform of Party and state institutions put the farmland construction under the management of the Ministry of Agriculture and Rural Affairs.It needs to be reflected through the corresponding index evaluation whether the planning of the high-standard farmland construction project is reasonable,whether the construction quality meets the requirements,or whether the comprehensive benefit level is attainable.On the basis of consulting relevant research results,this paper discusses the strategic background and current major policies of high-standard farmland construction,analyzes the purpose and significance of the research,analyzes the relevant theoretical and practical research results at home and abroad,and analyzes the present situation and problems of performance evaluation of high-standard farmland construction in N city.Based on the theories of land supply and performance management,combined with the basic concepts of high-standard farmland and performance evaluation,and using scientific methods such as comprehensive evaluation method,10 experts from expert database with 20 years of farmland construction experience in N city were interviewed.Under the principle of functionality,operability and suitability,the indicators and weights of performance evaluation system of high-standard farmland construction projects in hilly and mountainous areas were determined through literature analysis and expert interviews.Taking the high-standard farmland construction project in N city in 2019 as an example,the comprehensive analysis of qualitative indicators and quantitative indicators was carried out.The evaluation results show that the overall score of the project is 87.737,and the evaluation grade is good,indicating that through the implementation of the project,the local production and living conditions can be basically improved and the benefits of the project can be brought into effect.At the same time,it is evident that the performance objectives,construction management,organization and system management,personnel management,quality goals,social benefits,ecological benefits and other indicators still require to be promoted.According to the results of the research and the actual situation of hilly farmland construction projects after the institutional reform,this paper puts forward operational countermeasures,mainly including strengthening the awareness of fund performance,planning the projects scientifically and reasonably,improving the level of project management,and establishing long-term management and protection mechanism and so on.This study focuses on the characteristics of high-standard farmland construction in hilly and mountainous areas that are different from other terrains,and constructs a multi-dimensional and multi-index performance evaluation system,which is of practical significance to improve the management level of high-standard farmland construction projects in hilly and mountainous areas.
