The Process And Multidimensional Effect Of Cultivated Land Use Transformation Under The Different Cultivated Land Fragmentation Consolidation Modes

The cultivated land fragmentation has caused a series of problems in the utilization of cultivated land and seriously hindered the development of agricultural modernization.Solving the problem of cultivated land fragmentation is of great significance to realizing rural revitalization,ensuring food security and promoting agricultural modernization.In recent years,Yuyang District in Yulin City located in the north Shaanxi Province has creatively implemented the "One Household One Plot" mode," One Village One Plot " mode on cultivated land fragmentation consolidation modes,which effectively solved the problem of cultivated land fragmentation,realized the scale of cultivated land contiguous,boosted the cultivated land use transformation,and promoted the organic connection between small farmers and modern agriculture.However,the process and effect of cultivated land use transformation under different cultivated land fragmentation consolidation modes in Yuyang District are still unclear.Therefore,it is urgent to clarify the process and reveal the multidimensional effects of cultivated land use transformation under different cultivated land fragmentation consolidation modes,so as to provide scientific support for major strategic decisions such as optimizing the construction of high-standard farmland and ensuring food security.Firstly,this study constructed the logical relationship between the cultivated land fragmentation consolidation and the cultivated land use transformation.Secondly,based on the 427 farmers data in Yuyang District,the farmer-scale index system of cultivated land use transformation was constructed and the influence of different cultived land fragmentation consolidation modes on farmers’ cultivated land use transformation was measured by propensity score matching difference method(PSM-DID).Thirdly,the process of cultivated land use transformation under different cultivated land fragmentation consolidation modes was sorted out by interpretive structural model(ISM).Finally,the effect of farmers’ cultivated land use transformation under different cultivated land fragmentation consolidation modes was evaluated scientifically.The main conclusions are as follows:(1)The four key links of cultivated land fragmentation consolidation includes property right reoraganization,cultivated land transfer,cultivated land engineering construction,and soil improvement,through the systematic analysis of the connotation and procedures of "One Household One Plot" mode and " One Village One Plot " mode.Based on the impact of cultivated land fragmentation on the whole process of cultivated land use transformation,combined with the current research on cultivated land use transformation,the cultivated land use transformation was divided into four core processes: spatial transformation,management transformation,element transformation and function transformation.The logical relationship between cultivated land fragmentation consolidation and cultivated land use transformation was constructed,specifically,cultivated land fragmentation consolidation can effectively promote the spatial transformation of cultivated land through four key links,thus further promoting the management transformation and element transformation of cultivated land,and finally the spatial transformation,management transformation and element transformation jointly promote the function transformation of cultivated land.(2)The cultivated land fragmentation consolidation can effectively promote the cultivated land use transformation.Specifically,the cultivated land fragmentation consolidation can significantly improve the comprehensive transformation,spatial transformation,management transformation and function transformation index of cultivated land by 0.185,0.194,0.385 and 0.149,but has no significant promotion effect on the element transformation.The "One Household One Plot" mode can significantly increase the index of comprehensive transformation,spatial transformation,management transformation and function transformation of cultivated land utilization by 0.165,0.177,0.354 and 0.119.The "One Vallage One Plot" mode can significantly increase the index of comprehensive transformation,spatial transformation,management transformation and function transformation of cultivated land use by 0.263,0.263,0.509 and 0.265.But the two modes also have no significant impact on the cultivated land element transformation.In comparison,the "One Vallage One Plot" mode has a significantly higher effect on the comprehensive transformation,spatial transformation,management transformation and function transformation than the "One Household One Plot" mode.(3)The cultivated land use transformation under the cultivated land fragmentation consolidation is a complex process under the comprehensive action of multiple factors.With the help of ISM model,the interrelation and hierarchical structure of the main influencing factors of cultivated land fragmentation in the cultivated land use transformation can be analyzed,which can be divided into 10 layers: the first layer includes the cognitive elements of social security function;The second layer includes the elements of fertilizer consumption per mu;The third layer includes the elements of per mu gross output value;The fourth layer includes three elements: soil fertility,depth of cultivation layer,and labor force per mu;The fifth layer includes three elements: the weighted average distance from the plot to home,the degree of infrastructure improvement,and the average machinery cost per mu;The sixth layer includes three elements: the proportion of mechanical plowing area,the proportion of mechanical seeding area and the proportion of mechanical harvesting area;The seventh layer includes the main agricultural production mode elements;The eighth layer includes two elements: the shape of the plot and the outsourcing quantity of production links per unit of cultivated land;The ninth layer includes the average plot area elements;The tenth layer includes two elements: cultivated land area and plot quantity.The above 10 layers of elements realize the cultivated land use transformation under the different land fragmentation consolidation modes.(4)The cultivated land use transformation under the control of cultivated land fragmentation has obvious economic,social and ecological multidimensional effects.Specifically,By promoting the farmers’ cultivated land use transformation,the "One Vallage One Plot" mode and "One Vallage One Plot" mode can increase the farmers’ annual total income,annual agricultural income and annual non-agricultural income in the economic aspect,increase the farmers’ satisfaction with the government and rural cadres,and reduce the number of boundary disputes in social aspect,improve the functions of cultivated land biodiversity maintenance,water and soil conservation,and environmental purification in ecological aspect.The economic,social and ecological effects of the cultivated land use transformation under the "One Vallage One Plot" mode are also significantly stronger than the "One Household One Plot" mode.
