Study On The Current Situation And Management Countermeasures Of Crop Straw Burning Prohibition In Zhuanghe City

Crop straw is a kind of renewable resource and the comprehensive utilization of crop straw is an effective way to promote the sustainable development of agriculture,increase farmers’ income and improve ecological environment.The 19th National Congress of CPC addressed that we should firmly fight against air pollution,continue to implement air pollution prevention and control actions so that we can win the battle to protect the blue sky.In the meantime,“Guiding Opinions on Compiling Implementation Plan of Crop Straw Comprehensive Utilization during the 13th Five-Year Plan period” mentioned that the year of2020 is a year of accomplishing major goals,and striving to establish an industrialization system of crop straw comprehensive utilization nationwide with functions of “collection,storage,transportation,utilization”.This is a good policy that can decrease air pollution and avoid fire hazards in the straw burning process.Although the work had achieved initial success,the implementation of banning straw burning became one of the tough problems in management of local government.Other problems contain imperfection of government support policy,weak technology research ability and lack of peasants’ legal consciousness.By means of field investigation of straw comprehensive utilization situation in city Zhuanghe,this essay analyses the crop’s planting status,main corps varieties,the corresponding production of straw,and straw burning situation,points out current problems in banning straw burning process and governance,summarizes the reasons why banning straw burning fails to be prohibited.Using nationwide typical experience in governance and utilization,this essay will propose related suggestions for city Zhuanghe from aspects of government,farmer and market as to make a theoretical and practical reference to sustainable development of straw comprehensive utilization in China.
